Background:

In collaboration with the Chester Economic Development Authority, Delaware County office of Housing and Community Development, PA DCED, and other local non-profit agencies, the CCIP has taken a comprehensive approach in addressing the revitalization of Chester through homeownership. Chester Community Improvement Project addresses the need of families in the City of Chester through its rehabilitation project, new housing construction project, mortgage counseling and job training for local youth. For the last twenty-five years, CCIP has provided the knowledge and resources to promote self-sufficiency and empower traditionally disadvantaged families and their children. CCIP's neighborhood revitalization project goes beyond the basic concept of "bricks and mortar."

Programs/Services:

·         Pre-purchase Mortgage Counseling: The CCIP provides pre-purchase mortgage counseling to first time low to moderate-income individuals interested in purchasing a property in the City of Chester and Delaware County. CCIP's counseling programs prepare applicants to secure appropriate mortgage financing and assume the responsibilities associated with home ownership.

 

·         Delaware County Homeownership First Program: Through the Delaware County Homeownership First Program, CCIP clients that successfully complete mortgage counseling are eligible to receive up to $5,000 to be used for down payment and closing costs, based on financial need. The assistance money is a %0 interest loan that must be repaid upon sale, transfer, or refinance of the property. All eligible properties are single family residencies within Delaware County (excluding Chester City, Upper Darby, and Haverford Twps.)

 

·         Homeownership First Program-Renaissance Communities: The purpose of the Program is to provide assistance to qualified low and moderate-income families interested in purchasing their first home in Renaissance Program communities. The Program provides financial assistance toward the down payment and with the closing costs associated with home purchase.
