Mr. Richard,

The Portland Economic Opportunity Initiative works with the same
populations except in an urban setting. Many things about the model can
be useful in different settings. It has been successfully replicated in
the much smaller town of Duluth MN. It is a collaboration of City
government and about 24 different non-profit organizations.

The focus is on significantly increasing the incomes of of 2600 people
through an intensive three year program of workforce or microenterprise
development activities with personal coaching, structured peer support
and support services. Most participants have barriers like addiction,
criminal history, homelessness, disability, English as a second
language, and gang involvement. They enter the program below the
federal poverty level and leave at the designated Portland "living wage"
or having increased their business revenues by an average of 245%.

June 30, 2011 will be posted on the website about 9/1.
