Default Refinancing a privately-held mortgage in Cleveland, OH

A colleague in Cleveland, OH knows a low-income buyer who received what
seems to be a predatory mortgage from a private investor on a
foreclosure. Are there any nonprofit or regulated financial institution
programs that could help this person with a legitimate refinance?
Likely, we are dealing with a credit-challenged customer; any help would
be greatly appreciated.
