The ECDC Enterprise Development group is looking for a loan officer. We serve the metropolitan Washington, DC area. JOB DESCRIPTION Job Title: Loan Officer / Technical Advisor The Loan Officer/Technical Advisor packages and makes loans to eligible small businesses owners / individuals; and provides pre-loan and post-loan training and technical assistance to low-to-moderate income entrepreneurs who want to start or expand a small business in the EDG service area. Job Responsibilities: Primary Duties; Loan Packaging: Acquires basic loan information, reviews application for thoroughness, determines the need for additional information, and performs the necessary due diligence including site visits and checking references, and verifies accuracy and completeness of information provided. ** Loan Analysis & Presentation: Analyzes loan requests in line with the EDG's lending policy and procedure manual and standard best practices which includes: character, cash flow, collateral, capitalization, and business conditions. Works with clients to strengthen their packages. Takes loans through internal staff review and approval process; or for external review when appropriate with the Loan Review Committee. ** Maintenance of Relationship: Maintains existing relationships with clients; reviews monthly loan payment status of borrowers processed by him/her or assigned by management and provides TA as needed for slow payers. ** Post-loan TA: Mentors clients by providing post loan technical assistance and training, such as: bookkeeping, budgeting/planning, marketing, cash flow preparation, financial management, tax planning, compliance with the federal and state laws, etc. ** Marketing/Client Intake: Solicits and develops new relationships with potential micro-loan applicants through planned marketing and outreach. Determines client's plan for pre-loan technical assistance and training needs during intake process. ** Training: Conducts business training programs on issues related to small business management such as: business planning, marketing, bookkeeping, financial and cash flow management either in groups or one-to-one sessions to potential loan applicants or existing borrowers as needed; ** Pre-loan Technical Assistance (TA): Provides pre-loan TA either in groups or one-to-one sessions, to potential borrowers on issues related with business planning; cash flow, marketing and promotion, business licensing etc. Other Duties ** Loan Committee; Refers applications to Internal Loan Review Committee and meets with members on details of applications; ** Representation: Participates in civic and community events, funders meetings and seminars, AEO meetings and others as assigned by management from time to time; ** Other Committees: Attends various committee meetings and planning sessions as needed; ** Recruitment of Volunteers and mentors: Participates in the selection and recruitment of volunteers who have the technical know-how and expertise (e.g. CPAs, lawyers, marketers, etc.) to assist clients; ** Projects: Contributes to team effort by working on special project/programs/reports as assigned; ** Others Duties: Does other job related duties as required. QUALIFICATIONS: * At least three years of experience in the following: loan processing/servicing, preferably with a micro-enterprise or a bank. Small business ownership or entrepreneurship, business training/counseling, community development experience all considered valuable. * Excellent interpersonal and analytical skills. * Ability to work with clientele of wide ranging ethnicity, educational level, socioeconomic status. * Excellent verbal and written proficiency in English; knowledge of other languages a plus. * Computer proficiency in word processing, spreadsheet programs. * Access to a vehicle for client site visits is strongly preferred. * Willingness to learn, demonstrated initiative, and a team player. * At least a BA/BS degree in finance, business administration, accounting, community development, or in a related field. Advanced degree in related field preferable. * Must have proper status for employment in the United States * Must have a clean driving record and access to a car is strongly preferred.
