Default Renewal Community CRD Tax Credit

I am working on a commercial development project that is located within a Renewal Community / Empowerment Zone and I am seeking information or reference to folks who have successfully applied the Commercial Revitalization Deduction (CRD) tax credit.

I'm curious how this plays out, if it can be used to generate project revenue like New Markets Tax Credit, ways it has been applied and what folks have experienced in regard to the job creation requirement.* Has this been a tangible tool?
