Major Duties:
The employee is responsible for serving as a Community Consultant
for a specified number of communities (2 to 5) selected to participate in the Banking the Unbanked pilot. This pilot is
intended to provide technical and coordination assistance to communities to implement sustainable efforts to bring more low- and
moderate-income people into the financial mainstream by providing financial education and banking the unbanked. The Community
Consultant will research, contact and coordinate community resources including government entities, financial institutions, community development financial institutions, non-profit organizations, educational entities, existing campaigns (such as savings campaigns) and others to develop a program and plan for providing appropriate financial education and financial services to unbanked low- and moderate-income residents of each selected community.

-The Community Consultant will help identify and obtain educational and marketing resources, and will provide training and or advice on financial education and outreach strategies to community partners.
-The Community Consultant will consult with financial institutions in the development and delivery of appropriate financial products
and services.
-The Community Consultant will coordinate the efforts of the initiative with other Federal resources in the community, including
Volunteer Income Tax Assistance sites, Earned Income Tax Credit campaigns, the Go Direct campaign and other resources to assist low- and moderate-income individuals in order to ensure delivery of these services and benefits to the maximum number of appropriate individuals.
-The Community Consultant will provide assistance in developing and implementing an approach to report on the number of accounts opened and maintained through the initiative and other data collection efforts as appropriate.
-The Community Consultant will also assist the Director in identifying, contacting and coordinating national and regional
resources that may be of assistance in the community.
-The Community Consultant will assist in other roles of the Office of Financial Education in implementing financial education
strategies related to underserved populations and other activities related to providing access to financial services to low- and
moderate-income people who do not currently have such access.

Among the tasks of the Community Consultant will be:
- to represent the Department of the Treasury in selected communities, and in other venues; schedule and hold meetings;
research and present information on best practices in banking the unbanked and financial education; provide advice and input on
curricula, outreach materials, financial products, and program strategies; prepares and deliver written and oral reports on the
progress of the community initiatives; analyzes data and narrative information provided by participating communities; serves as
resource person on the Banking the Unbanked initiative and work effectively with a wide range of individuals and organizations in
diverse communities in order to build lasting coalitions.

Qualifications:

Specialized Experience:*
Applicants must have one year of specialized experience equivalent to the next lower grade in the federal service. Specialized

GS-13: For the GS-13 level you would have one year (52 weeks) of experience in one of the following areas: building community
partnerships, researching and obtaining resources, or independently managing a project.

GS-14: For the GS-14 level you would have one year (52 weeks) of experience in all of the following areas:* building community
partnerships, researching and obtaining resources, and independently managing a project.

This position has been designated Non-Critical Sensitive.* The individual selected for this position will be subject to the
