Default Micro Loan Programs

I am with the Montgomery County Department of Economic Development in Maryland. The Department is doing a quick assessment as to options for supporting micro loans.* We would like to know what jurisdictions directly operate such programs, their cost, and effectiveness measures. What jurisdictions are contractually supporting such programs, their cost and effectiveness measures.*Are successful micro loan programs universally tied to a comprehensive program of employer training and counseling? Thanks.
