Position Title: Executive Director
Reports To: RNA Community Builders, Inc. Executive Committee

POSITION PURPOSE:
RNA COMMUNITY BUILDERS, INC.
is a member-driven alliance of rural NeighborWorksÒ organizations that supports and encourages the success of non-profit community developers for the benefit of people living in rural America.

The Executive Director is responsible for the overall administration of RNA Community Builders, Inc – a certified Community Development Financial Institution Intermediary - includingoversight of the budgetary process, administering the financial operations of RNA Community Builders, Inc, member services and other organizational operations. The Executive Director reports to the RNA board of directors.
The Executive Director will be responsible for the administration activities of RNA Community Builders, Inc including:
  • Recommend employee guidelines, job descriptions, salary/wage and benefit plans.
  • Employ, supervise and train employees,
  • Manage all Internal control and support systems,
  • Provide staff support to all Boards and Committees of RNA Community Builders, Inc
  • Report to the membership on program and fiscal management.
  • Assist the membership in short and long range planning.
  • Oversee the revolving loan fund

Grants & Resource Development
  • The Executive Director will work closely with the RNA Chairperson and any consultants assigned to the RNA
  • Draft and/or review drafts of foundation and other proposals
  • Comply with reporting requirements of funders

Communication
  • Produce and distribute News Letter to membership and friends
  • Collaboratively write and produce an Annual Report for the RNA
  • Work closely with NR Communications on rural stories in any and all publications
  • Respond to individual member issues and encourage use of the internet for communications

ESSENTIAL FUNCTIONS

The Executive Director will:
  • gain knowledge of member programs,
  • assess the experience of member group,
  • identify common problems faced by members throughout the network,
  • advise training and technical assistance available to assist,
  • share information and make connections between members for peer to peer networking.
  • The Executive Director will be an advocate for RNA Community Builders, Inc :identify shared concerns and announce successes,
  • direct member requests for assistance to peer groups or NR Rural Coordinator,
  • communicate a united voice with national funding sources
  • coordinate responses to shared national concerns.

The Executive Director will work with Neighborhood Reinvestment staff to:
  • identify funding opportunities for RNA Community Builders, Inc and member organizations,
  • assist RNA Community Builders, Inc and the member groups to receive training, technical assistance and funding
  • Apply as an intermediary for national grant funding on behalf of member organizations
  • Develop rural-specific training opportunities for RNA members

The Executive Director will develop the Community Development Financial Institution capability of RNA Community Builders by:
  • Expanding the loan portfolio
  • Working with the board to establish due diligence and risk assessment criteria for loans to members
  • Responding the member needs with additional loan products
  • Keeping the RNA in compliance with all necessary reporting.

Required Skill or Knowledge

The Executive Director must understand the concepts of fund accounting and cost accounting principles for non-profit organizations. He/she must be aware of the financial needs, problems, and resources of RNA Community Builders, Inc. The incumbent must work closely with all Committees and the membership.
The incumbent must have the ability to establish and maintain harmonious relationships with the staff, partnerships, and committees. He/she must be able to manage all facets of the organization with knowledge of the organization’s long and short-range goals.
The incumbent must bring to this position an education equivalent to college degree. Sufficient practical experience may be substituted for formal education.
Experience:

Managing or administrative work experience that relates to working with people from diverse economic and social background is required. The person in this position must have the knowledge required for the management of resources, equipment, staff and schedules of the organization.
Compensation:

Salary will range between $40,000 and $50,000, depending upon experience. Benefits include major medical, life and annuity. Location may be negotiable, so long as the office is in rural area near a Neighborworks® Organization.
