Default Pennsylvania's Project for Community Building

A new WEB site describes Pennsylvania Governor Tom Ridge's PROJECT FOR
COMMUNITY BUILDING. The Project includes eight community building
initiatives designed to revitalize distressed communities and populations.
These initiatives include:

1. Pennsylvania Community Development Bank: The first organized state
program to support CDFIs. It is also currently the largest such state
program. The current appropriation of $15 million will be supplemented by
a second year appropriation of $2 million.

2. Family Savings Account Program: Pennsylvania was the first state to
appropriate funding for a statewide Individual Development Account program.
This program will create nearly 2,000 accounts in its first year and will
be creating another 2,000 next year.

3. Self-Employment Assistance: This initiative is comparable to the
Unemployment Compensation demonstration program enacted in other states
under NAFTA legislation. The program will seek to help 1,000 people start
their own businesses in this initial year.

The other five initiatives include: Charter Schools, Education Mentoring,
Abstinence Education, Crime Prevention, and Housing Opportunities.
