Default Inner City Incubators

I am looking for models and/or advice in the area of establishing an small business incubator in an inner city neighborhood. In Columbus, Ohio, we have an organization which focuses on targeted development of inner city areas, on a "block by block" basis.
The need for some kind of concentrated small business development efforts has been suggested. We've got a consortium of microlenders, TA providers, neighborhood organizations, conventional lenders, who have agreed to be part of the effort. Any suggestion
