VISTA Support for IDA program

PA Appalachian Capital Alliance is a newly forming CDFI that will serve 52
rural counties in PA that are purported to be home to the largest rural
population in the USA. A Family Savings Account program is available for us
to administer if we can find someone who will have the skills, ingenuity and
inclination to serve a population that is large, poor, largely greying and
disparately situated over a very big geographic area. I had heard that VISTA
can provide volunteers to administer Individual Development Account programs
and the PA Family Savings Account is just such a program. COuld you help me
locate that link or others. We need someone who will enjoy helping people
within 200 percent of poverty income levels learn about and start up savings
program that will be matched by state grant funds if the monies saved are used
for child care, education, micro business start ups, small business
development, etc. Thanks.

The Corporation for National Service is the government agency that
administers the VISTA program. In addition to national VISTA projects (such
as those operated by the National Federation of Community Development Credit
Unions and the Corporation for Enterprise Development), each state has its
own CNS office through which organizations can apply directly for their own
VISTA contract. State offices are often looking for strong project sites
and if you are unable to get a VISTA through NFCDCU or CFED you might want
to try this route. To find your local CNS office check the white pages or
contact the national CNS office at 202-606-5000. You can also check their
website: http://www.cns.gov

Here at NFCDCU we have operated a national IDA VISTA project since 1997, but
we place VISTAs exclusively at community development credit union IDA
programs. If I can be of any assistance, please let me know. I would be
happy to connect developing IDA programs with our member credit unions who
are interested in serving as the financial institution partner for an IDA
program.

VISTA is a capacity-building program of the Corporation for National
Service (CNS). There is a CNS (government) office in your state through
which you may be able to submit a grant proposal for VISTA(s) for one or
several years.

The VISTA program designs and implements "systems" at the community
level. They would be able to design adverts/brochures, training programs
and recruit community partners and volunteers to further administer an
IDA program. Be very clear about your program objectives and the use of
VISTAs--they are organizers, mobilizers, not administrative staff, and
are not designed to fill a staff role--you will be asked how you plan to
phase out their assistance.

With a 30+ year history of working in communities, the VISTA program can
provide an added boost to a community-based program like IDAs and can
also meet related needs in these rural areas. Best wishes!
