Aloha from Hawaii,
As I am sure everyone is aware, the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193)" or Welfare Reform Bill was signed in August by President Clinton. As of last week (according to my information), 35 states have submitted plans to the U.S. Dept. of Health & Human Services outlining their initial welfare reform plans. Hawaii is one of 24 states whose plan is still under development and review. I am interested in finding out how many states have considered or are considering including a microenterprise/self-employment component in their "welfare reform" plans. There could be strong support for adding such a component to our state's welfare reform efforts and I would like to know of any models out there that we could examine and possibly emulate.
