YouthBuild Loan Fund and Individual Development
Account (IDA) Manager

YouthBuild is seeking to fill a full-time position that manages two programs, the YouthBuild Loan Fund, Inc. and the YouthBuild National IDA Program, that are expected to grow substantially. YouthBuild USA is the national support center for an expanding number of community organizations implementing YouthBuild programs in their local areas. The YouthBuild program involves unemployed young adults in the creation of affordable housing in their own communities. The program design includes construction training through housing rehabilitation and construction, academic skills building toward completion of high school diploma or GED, individual counseling and peer support, leadership development and youth governance, job and college placement, and the organizing of alumni to provide support and access to opportunity and leadership roles after graduation. The Loan Fund provides YouthBuild programs and other youth-oriented non-profits with short-term loans against grant and contract receivables, as well as, to a limited extent, loans for real estate acquisition and construction. The Loan Fund closes on average 15-30 loans per year, and averages an outstanding portfolio of 10 borrowers with a combined principal balance of $700,000 to $1,000,000. In 2004, YouthBuild USA created a subsidiary affiliate, the YouthBuild Loan Fund Inc., in order to apply for the U.S. Department of Treasury’s Community Development Financial Institution (CDFI) certification and to apply for equity-equivalent investments and grants from financial institutions.
The YouthBuild National IDA Program is a collaboration between YouthBuild USA and local YouthBuild programs that helps YouthBuild graduates build assets to purchase a home, pursue post-secondary education, or start a business by matching their contributions at a 5:1 rate. YouthBuild USA is the only nonprofit organization that has been awarded an US Department of Health and Human Services grant to operate a nationwide IDA program. The local YouthBuild Programs select YouthBuild graduates for participation in the IDA Program, educate participants about IDA’s, conduct the financial literacy classes, and provide support and counseling for participants.

LOAN FUND / IDA MANAGER’S SPECIFIC RESPONSIBILITIES
  • Manage the lending process including underwriting and presenting loan requests to the Loan Fund Council and documenting, closing, and securing approved loans.
  • Maintain overall loan portfolio quality, including managing disbursements, monitoring loans, working with borrowers to address problems that may prevent timely payment of interest or principal, and minimizing loan losses.
  • Identify potential investors and raising loan capital and operational funds for both programs.
  • Manage and promote the IDA Collaboration Process, including contacting YouthBuild programs to educate local staff and conducting telephone orientation interviews with potential IDA participants.
  • Manage the IDA participant bank accounts, including opening the accounts, and making deposits, qualified withdrawals or emergency withdrawals.
  • Develop marketing materials including maintenance of the Loan Fund and the IDA web pages.
  • Promote the Loan Fund and the IDA program at regional multi-site gatherings and at other YouthBuild program conferences.
  • Report on the Loan Fund’s and the IDA program’s activities and accomplishments.
  • Manage the YouthBuild USA financial literacy curriculum, including distribution of materials and implementation by local YouthBuild programs.
  • Perform other related duties as necessary.

Required Qualifications
  1. Three years of lending or other underwriting experience, particularly with non-profit organizations or small businesses.
  2. A strong base of financial knowledge including understanding of financial statements, and familiarity with nonprofit accounting.
  3. Experience with community-based nonprofit organizations and with nonprofit funding sources including government contracts and grants.
  4. Outstanding communication skills, both written and oral.
  5. Strong computer skills including facility with Excel spreadsheets.
  6. Flexibility and creativity to:
  • work effectively with people of all levels of skill and experience;
  • quickly spot potential obstacles to lending and effectively communicate with local YouthBuild program staff about such obstacles;
  • craft approaches that manage risk while responding, as much as possible, to client needs.
  1. Demonstrated ability to work effectively in a multi-racial and multicultural environment and to work cooperatively with colleagues and with customers, such as non-profit organizations and young adults.
  2. A commitment to building the capacity of community based nonprofit organizations and creating opportunities for out-of-school young adults.
  3. Experience with the preparation of loan documents and the mechanics of loan closings
  4. B.A. or B.S. degree
    Desirable Qualifications
  5. Experience in managing a growing loan portfolio, a social service program, or a small business.
  6. Experience in underwriting real estate transactions.
  7. Direct experience with financial management, accounting, auditing or financial literacy training.
  8. Familiarity with IDA program design and project management.
  9. Knowledge of the youth development, job training, education, housing or community development fields.
  10. Experience with national organizations with a central office, outposted staff and far flung affiliates and community partners.
  11. Experience in fundraising and managing government grants, and fundraising for CDFI certified organizations.
  12. Graduate or professional degree in relevant field.
