The Federal Reserve Bank of San Francisco holds an annual National Community Development Lending School that is good, and Southern New Hampshire University also has programs in community development finance (all the way up to PhD).

Im currently a second year in the urban policy and management program at
Milano--which is a part of the New School. My focus is community
development finance. If you are in NYC their are a number of courses
which may meet your goals. I know that some professionals have chosen to
audit these classes.

You can visit the school's website at www.newschool.edu/milano

Default Training courses?

For a unique perspective on community development training, Community Reinvestment Fund offers training on using Secondary Markets to leverage community development loan funds’ capital, and on how to use New Markets Tax Credits to support small businesses in low income census tracts.* We also offer one-on-one consulting in product development, strategic planning, and developing lending policies and procedures in support of mission—allowing a loan fund to effectively move from funding to financing their operations. *
