Default Appropriate time to become a bank

Hi everyone

I am currently doing some consulting work for a tiny micro-finance organization that wishes to register immediately as a full commercial bank.** I feel that it is much too early.* They are skeptical of my view.* Does anyone know of easily accessible information from a highly regarded source on something like a structured program for small NGOs to follow if they wish to become a bank?
