We are all indebted to David Lewis for his detailed discussion of Community
Development Banks and Community Development Corporations. There is only one small point which might be misunderstood from his discussion. There are many CDC's which are not bank-based CDC's at all, indeed, which may have no particular relationship to banks. Thus, I guess what we have is CDG's, Bank-based CDC's, and "other" CDC's. Some of the earlier work on CDC's as an instrument for dealing with the development of poor communities was done in about 1969 by the Ford Foundation, preceding the Community Reinvestment Act (CRA) by a number of years and, if my memory is correct, the original provisions allowing the creation of bank-based CDC's, or allowing banks to make equity investments in existing CDC's, were in CRA, right?
