Quantitative (cost vs. benefit statistics) and qualitative (i.e., federal
government subsidies to banks) arguments supporting CRA are found in The CRA
Handbook (McGraw Hill, 199 and Community Reinvestment Performance (1993).
Both books are summarized with a detailed table of contents at

www.ncrc.org.

Good luck in your microfinance efforts. I only hope that there is not a
Senator Phil Gramm clone in African politics!
