PRIMARY PURPOSE:
Lead World Council world class advocacy services. Undertake analysis, strategy development and advocacy
for World Council members and credit unions in general with global standard setting bodies. Represent the
interests of World Council, its members and credit unions as appropriate with global bodies related to financial
services. Support national credit union organizations in legislative and regulation analysis, development and
advocacy.
PRIMARY RESPONSIBILITIES:
1. Establish a Legislative and Regulatory Agenda: Develop and implement an effective strategy for
advocating the interests of World Council's members before international and national policy making
and regulatory bodies. Identify key trends and telegraph forth coming actions in the legislative
regulatory arena. Establish priorities and strategies for addressing key legislative and regulatory issues.
Recommend strategic action plan and policy direction for legislative and regulatory affairs.
Manage advocacy program that allows credit unions to influence and shape public policy that supports
the safety and soundness of credit unions, protects the competitive capacity of credit unions and
empowers credit union service to their members.
Analyze member demands and market trends. Provide a focal point for member advocacy issues and
communications. Utilizing annual or occasional WOCCU membership survey(s), collect and disseminate
specific legislative and regulatory information.
Understand credit union operations and the impact of legislation and regulation issues on the credit
unions. Analyze technical problems and issues, identify credit union impacts and provide political
expertise on legislative and regulatory challenges.
Work with the communications department to communicate and educate members and credit unions on
key issues.
2. International Advocacy:
Support members by proactively engaging in policy dialogue with international standard setting bodies
such as the International Accounting Standards Board, Bank for International Settlements, Financial
Action Task Force, Group of 20 and others. Work with policymakers, industry and government officials
to ensure appropriate and proportional supervisory and legislative environment for credit unions.
Facilitate the global exchange of issues, impacts, advocacy programs and compliance strategies for
legislative and regulatory issues.
Direct WOCCU's consultant and advocacy in the European Union and coordinate the activities of the
European Network of Credit Unions.
Contact, communicate with, network with global bodies raise the awareness and profile of credit unions,
World Council and financial cooperatives with global standard setting bodies. Draft talking points,
letters, testimony, position papers as appropriate.
3. National Advocacy: Support members in their lobbying efforts to improve the legislative and regulatory
environments for credit unions.
On behalf and at the request of members, provide analytical review or local advocacy support for
legislative and regulatory development. Analyze the legislation and regulations proposed around the
world to identify trends and determine effective strategies to promote favorable credit union laws and
combat unfavorable legislation and regulation.
Develop favorable credit union legislation and regulation models to be used around the world. Oversee
and update legislative / regulatory tools including the International Guide to Credit Union Legislation,
Model Law and Model Regulations for Credit Unions.
4. International Credit Union Regulator Network Secretariat: Manage support to the International
Credit Union Regulator Network Secretariat. Produce the Global Regulatory newsletter.
Coordinate the global and regional regulator roundtable meetings and run the secretariat for the
International Credit Union Regulator's Network. Coordinate regional regulator meetings when
appropriate.
5. Meetings and Reporting: Meet with global standard setting bodies, policy makers and members to
advocate for credit union interests.
Write legislative and regulatory updates, reports and communiques for members.
Develop and maintain the World Council Advocacy and Government Affairs section of the WOCCU.org
website.
Participate in World Council and member events to speak to relevant legislative and regulatory issues.
6. Administrative:
Manage all technical, budgetary and promotional aspects of these tasks. Prepare and submit to
WOCCU's annual work plans and budget proposals annually. Monitor progress against work plan
activities and in achieving project goals.

Education and Experience: Bachelor Degree in business, government affairs, finance, marketing, or related
field. At least 8 years experience in financial and regulatory advocacy, association services, credit unions, and
human resource development are required. Experience with writing and/or reviewing financial sector legislation
and regulations. Demonstrated skills in lobbying, finance, business management, meetings and special events,
oral and written presentations, motivations of volunteers, working with committees, and financial analysis.
Experience in creation and editing both oral and written presentations.
Interpersonal Skills: Ability to work with regulators, central bankers, and senior government officials to
promote credit unions.
Language Skills: Very high language skills required including the ability to read, analyze, and interpret
financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community.
Reasoning Skills: Very high reasoning skills required including the ability to define problems, collect data,
establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in
mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills: Proficiency in Microsoft Office suite applications, Web and Internet utilization.
SUPERVISORY RESPONSIBILITIES: None
TRAVEL
Up to 80 days per year; including both domestic and international travel.
