Financial Empowerment Center Manager



The Department of Consumer Affairs (DCA) Office of Financial Empowerment
(OFE) is the first local government initiative in the nation with a
mission to educate, empower, and protect New Yorkers with low incomes so
they can build assets and make the most of their financial resources.
The Financial Empowerment Center (FEC) Initiative offers free,
one-on-one financial counseling to New Yorkers in financial crisis, or
those seeking to make the most of their incomes, by providing trained
counselors who can help consumers address financial challenges and chart
out a path toward resolution.



OFE is seeking a FEC Manager to join the FEC Central Management Team.
The FEC Manager will manage the operations of the overall initiative and
will be the main point of contact for the FEC providers. The FEC Manager
will also be responsible for data integrity for the initiative.



Duties shall include, but are not limited to:



* Support the programmatic design and implementation of the
initiative

* Act as the principal liaison between OFE and FEC providers;
work with FEC providers to problem-solve operational issues, including
programmatic integration with host sites and referral relationships with
other City agencies

* Support the marketing, outreach and strategic referrals of
clients to the Centers

* Develop the content, timeline and work plans for programs and
initiatives that wrap-around the Centers

* Supervise the FEC call center which will provide scheduling,
information and administrative support to the citywide network of
Financial Empowerment Centers. The call center will conduct basic intake
and schedule appointments for clients.

* Ensure that data collected within OFE's Efforts to Outcomes
(ETO) client management and database system is complete and accurate

* Liaise between OFE and External Affairs for media, marketing
and outreach for the FECs




Qualification Requirements


1. A baccalaureate degree from an accredited college and two years of
experience in community work or community centered activities in an area
related to the duties described above; or



2. High school graduation or equivalent and six years of experience in
community work or community centered activities in an area related to
the duties as described above; or



3. Education and/or experience which is equivalent to "1" or "2" above.
However, all candidates must have at least one year of experience as
described in "1" above.



PLEASE NOTE: New York City residency is required within 90 days of
appointment. However, City employees in certain titles who have worked
for the City for 2 continuous years may also be eligible to reside in
Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.




Essential Skills


* Dynamic committed individual with strong interpersonal skills
and a passion for supporting people with low incomes to build greater
self-sufficiency

* Masters degree and two years experience in managing the
operations of projects preferred

* Experience in financial education, asset building, or community
development preferred

* Strong skills in: strategic planning, program development,
negotiations and written communications

* Strategic thinking: thoughtful, thorough, and detailed follow
through

* Systems development and tracking

* Comfortable with taking initiative; effective collaborative
worker; retaining focus yet able to multi-task

* Ability to function effectively within protocols and challenges
of operating within a high-profile city program

* Attention to detail and production of quality work, along with
ability to work quickly and under pressure

* Experience with large datasets and data management preferred
