The NYC Department of Consumer Affairs' Office of Financial Empowerment
(OFE) is searching for a Research Consultant to coordinate and manage
the Immigrant Financial Services study. This study will enable OFE to
develop programming to best meet the financial service needs of targeted
immigrant communities and to help a population that is most
disenfranchised from the banking system to develop productive, lasting
relationships with the financial mainstream.
The objectives of this study are as follows:
1. Identify gaps in financial services needs among low and moderate
income immigrant households to inform public and private efforts to help
families move forward financially, which includes:
* Increasing savings and building wealth
* Managing debt and use credit productively
* Increasing financial knowledge so families can make
informed choices in a complex financial marketplace
2. Provide data to encourage private sector engagement in delivery
of critical services to meet the needs of low and moderate income
immigrant households
3. Inform the development of asset building programs and financial
education campaigns aimed at immigrant households
4. Inform best practices in alternative financial services and
examine potential business models
