Major Duties:
The Office Housing Assistance and Grant Administration (The Office) administers several types of programs, including but not limited to: project-based rental assistance; assisted housing programs designed for the elderly and persons with disabilities; programs to improve the quality of life for low and moderate income individuals and families, and mixed-finance HUD-assisted supportive housing.

The incumbent to this position will:

* Act as a representative of HUD; formulate determinations, recommendations, and investigations that involve the assigned program areas; evaluate the effectiveness of current policies and programs; and recommend strategies and/or solutions for resolving problems and issues.

* Develop policies for admission and occupancy requirements of project-based assisted properties and formulates guidance for renewing expiring Section 8 project-based contracts, including contracts administered by the Rural Housing Development Agency and by State housing agencies.

* Review existing policies and determining where new policies and procedures are needed for the purpose of reducing errors in the administration of HUD's project-based rental assistance programs.

* Independently carry-out complex assignments involving developing and implementing procedures and guidelines related to the development of affordable multifamily housing programs such as the: Section 202 Supportive Housing for the Elderly; Section 811 Supportive Housing for Persons with Disabilities; Assisted Living Conversion Program; Service Coordinator Program and grant management.


Qualifications:
Applicant must have one year of specialized experience equivalent to the next lower grade in the Federal service, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.

For this position, specialized experience at the GS-13 level is defined as: must have experience with at least four of the following areas: administering asset development, asset management or supportive housing programs; originating or underwriting multifamily FHA or commercial loans; analyzing financing packages and advising on low income housing tax credit and or bond financed projects; developing funding announcements and selection criteria for supportive housing programs; working with grantees, program funders, housing and service providers, consultants, government; experience with federal, state, local and private funding for supportive housing programs; managing or participating in competitive housing program; interpreting occupancy rules regulations, policies and, procedures; implementing and evaluating procedures to reduce errors in income and rent determination; conducting reviews of occupancy policies and procedures; utilizing tenant rent and income data systems to evaluate program risks; and/or renewing Section rental subsidy contracts to support program objectives. Applicant must have experience developing policies and procedures, gathering and analyzing programmatic data, and researching and resolving issues and problems related to Asset Management as well as experience presenting these policies, procedures, programs and issues to a diverse audience and/or offering technical assistance to HUD staff and stakeholders including clients and contractors.

For this position, specialized experience at the GS-12 level is defined as : Experience equivalent to the next lower grade level (GS-11) which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. At this grade level, the applicant must have experience with multifamily housing grant and affordable housing programs and has experience in the administration of these programs and/or knowledge and skills in interpreting and applying housing procedures, laws, and regulations; particularly those related to multifamily housing development including financing and deal structuring; and multifamily housing asset management including preservation and regulatory activities or a related area. Applicant must have experience participating in a review and analysis of an asset management process as well as researching and providing a summary of problems to a team leader or program leader.
