Proposal Question - Banking certification

Hi:

I am writing a proposal for Rural Microentrepeneurship due on sept. 30th
It requires a "certification that us as applicants cannot obtain sufficient
credit elsewhere to fund the activities called for under this program with
similar rates and terms"
I am doubtful as if there is a form that gets filled out, if this
certification is written by the organization and what should it state, or
what do we need to do in order to get it.

Please can someone in your field who is a CDFI or a microentrepeneur lending
organization who has had experience with this help me???? Please i really
would appreciate it.
