DESCRIPTION OF THE WORK
The Associate Project Manager will be primarily responsible for assisting with the implementation of a large-scale redevelopment project in Baltimore. This project involves the development of approximately 325 units of rental and homeownership (affordable and market rate) housing in the Barclay neighborhood. The development site is scattered among a number of blocks and includes historic buildings as well as a number of extremely distressed buildings and vacant land. The project also involves the creation of supportive services and coordination with numerous other initiatives going on in the neighborhood. In addition to the Baltimore work, the Associate Project Manager may be called upon to pursue new business development and assist with other projects but the primary focus will be development work in Baltimore, MD. The position will be based in Baltimore.
PARTICULAR SKILLS AND QUALITIES REQUIRED
The Associate Project Manager will be responsible for assisting with all aspects of the planning and redevelopment work for the Baltimore project. The work will include oversight of predevelopment services, the coordination of design efforts, communication, and serving as a liaison with residents, community members and government agencies. In addition, the Associate Project Manager will be responsible for assisting in securing funding for the Baltimore development which work will include preparing funding applications and working with potential lenders to secure loans or other financing as may be appropriate.
A particular focus of the Associate Project Manager will be assisting in the development of affordable for-sale housing using recently awarded federal funding. The development of the for-sale housing will require close coordination with funders and development partners. The Associate Project Manager will also be involved in the oversight of the development and construction of the rental housing; a first phase of which is to begin construction this winter. The work will involve attending construction meetings, preparing and tracking draw schedules, reviewing the schedule and working with all parties to stay on budget and schedule.

The Associate Project Manager will be responsible for assisting in meeting all reporting requirements by funders. In addition, the Associate Project Manager will also be required to work with residents and community organizations to develop and implement appropriate supportive services. Additional responsibilities include:
• Overseeing all necessary predevelopment work including surveys, appraisals, title work, environmental, etc.;
• Assisting with coordination of the existing team and overseeing their work (architects, urban planners, engineers, contractors, attorneys, capital sources, etc.);
• Assisting with managing the planning, design, bid/award, and construction to ensure projects conform to quality standards, are on time, and within budget;
• Assisting with any community, resident or management issues;
• Ensuring compliance with all M/WBE and Section 3 requirements; and
• Responding to request for proposals for development projects.
QUALIFICATIONS
Bachelor’s degree in Urban Planning, Architecture, Engineering, Business or Finance related field with two to four years of work experience in the field of housing and/or community development or a Graduate Degree with at least two years of work experience in a field related to real estate development.
SPECIFIC SKILLS
The successful applicant must be a highly motivated self-starter, with a strong amount of initiative, who can stay on task and solve problems. The applicant must possess strong analytical skills, and should have excellent writing and communication skills and a commitment to community development work. An ability to work well with a wide range people and organizations is also essential. Other skills include:
• Experience in real estate development, acquiring land, and managing design and construction of affordable housing;
• Excellent writing, financing and analytical skills;
• Broad-based understanding of project management with strong planning and a “detail oriented” focus;
• Experience with funding programs for subsidized housing; and
• Experience with working with City, State, and Federal Agencies in connection with real estate development.
