The Community Affairs Department at the Office of the Comptroller of the Currency (U.S. Department of the Treasury) is currently recruiting for two Community Development Expert positions. The Community Development Expert jobs are research and writing positions, and are ideal for individuals experienced in the interplay between banks and community development and those who wish to participate in efforts to better connect the banking industry to community development efforts.

The work of the Community Development Expert consists primarily of developing and maintaining expertise in assigned topical areas, and to serve as a resource to the OCC.Â* Research assignments may involve the presentation of descriptive statistics derived from large datasets (e.g. HMDA and LoanPerformance); candidates should be comfortable manipulating (or learning to manipulate) such datasets, but higher level econometric skills are not required.Â* Research assignments will also involve participating in meetings, attending hearings, conducting interviews, reviewing articles, etc. to develop and maintain expertise, as well as the production of knowledge products in the form of OCC publications, memos, conferences, and other dissemination tools.Â* Candidates should be able to produce written products quickly and of a high quality such that only light copyediting is necessary prior to dissemination.Â*

The successful candidate will be comfortable interacting with a wide range of individuals involved in community development.Â* These would include high-level banking executives, representatives from banking trade organizations, leaders of community development corporations, leaders of community development trade organizations, officials from a variety of government organizations, and others involved in the broad community development arena.

As a Director for Community Affairs Policy in the First Senior Deputy Comptroller and Chief Counsel Office, you will serve as a senior manager in planning, organizing, implementing, and directing activities and preparing materials, including memoranda, speeches, and testimony relating to policy issues concerning community and economic development, external relations which impact community, and economic development and consumer affairs. Â*The mission of the Office of Community Affairs Policy is to communicate on behalf of the OCC with consumer and community organizations as well as communicating to bankers and OCC staff on key issues in the community development, consumer, and economic development areas.

Key duties of the job:

• Serve as an expert on community development lending and community development investment, and OCC consumer regulatory policies, including the Community Reinvestment Act. Oversee the formulation and implementation of procedures in these areas. Provide expert guidance to senior management, bankers, trade associations, and community and consumer groups on community and consumer affairs issues.
• Develop strategies for Community Affairs communication and outreach that identify opportunities for appropriate OCC messages and activities relating to community and economic development issues affecting financial institutions to national banks, other pertinent organizations, and internal staff that coordinates the scope and direction of Community Affairs' publications, speaking points, and other communications.
• Deliver speeches and other formal remarks at external meetings on community development policy matters on "best practices" in community development as well as articulate OCC's policies on community and economic development and consumer issues.
• Maintain liaison with community affairs officers of other federal financial regulatory agencies and participate on intra-agency and interagency task forces to present OCC's perspective on community and consumer issues and to exchange information. Â*
• Review proposed legislation related to subject areas, assist in responding to congressional inquiries and play a lead role in drafting briefing materials and speeches.
• Oversee the development of community development-related research papers and community development "best practices" publications designed for external distribution.
