Community Development Manager

The NH Community Development Finance Authority seeks an experienced
Community Development Manager to oversee grant/loan-making and
monitoring, assist in the evaluation of current programs and the
development of new tools to help communities meet the needs of low- and
moderate-income citizens. Responsibilities will include management of
the grant and/or loan-making process, supervision of portfolio
management staff and preservation of strong relationships with community
and community development organization stakeholders.
Responsibilities: Manage and evaluate the Community Development Block
Grant grant-making and monitoring process. Oversee implementation of a
new loan program to finance energy efficiency upgrades for municipal
buildings. Work with a senior portfolio manager to oversee Neighborhood
Stabilization Program grants. Work with the portfolio management team to
effectively deploy and monitor Community Development Tax Credit funding.
Assist senior staff with the creation of other community development
funding sources and activities.
Education and Experience: Three to five years of experience in the
following: implementing CDBG program; implementing and/or managing
federal or state grant programs, tax credit programs, or other grant
making programs; and managing community development, community based
energy efficiency, and/or broadband infrastructure loan programs, or
related double-bottom line loan or investment programs. Demonstrated
skill in developing programs, evaluating program effectiveness and/or
market position. Supervisory experience is desired. Masters degree in
Community Economic Development, Public Administration, Business
Administration - Finance, or related degree is desired. Experience can
be substituted for educational requirements.
Key Abilities: Excellent written/verbal communication, effective team
leader, external stakeholder relations.
