Job Description - FPF Program Manager

Background
The Florida Community Loan Fund, a statewide Community Development
Financial Institution (CDFI) has been selected by the Florida Housing
Finance Corporation to implement a pilot program to provide bridge loans
to help preserve affordable multifamily units in three counties: Orange,
Palm Beach and Pasco. The Florida Preservation Fund will be a $25
million revolving fund. In order to implement this groundbreaking
initiative FCLF seeks a uniquely qualified candidate to fill the newly
created Program Manager position.

Position Summary
The Florida Community Loan Fund ("Loan Fund") seeks a candidate with
community development experience as a Program Manager for its Florida
Preservation Fund ("FPF").

The FPF Program Manager is responsible for launching and implementing
the Florida Preservation Fund (FPF). With support from a wide range of
partners the FPF is initially a pilot program with the goal of
preserving existing rental affordable housing units in three counties
within the state of Florida - Pasco, Palm Beach and Orange. The FPF
Program Manager will be responsible for meeting the goals and objectives
of the Florida Preservation Fund. This will include primary
responsibility for the generation of FPF loans to borrowers in the three
counties.

Primary Lending Function Responsibilities
The FPF Program Manager will be responsible for sourcing projects that
fit the criteria of the FPF Program, including preparing and processing
loan applications; marketing and outreach; technical assistance to
prospective FPF borrowers to further the Florida Community Loan Fund's
FPF Program; and other typical Loan Officer duties as required.

The FPF Program Manager will coordinate with the FPF Contract
Underwriter to analyze loan applications, serve as FPF staff to the Loan
Committee, coordinate technical assistance with potential borrowers
and/or technical assistance providers, and develop marketing and
outreach strategies for the FPF loan product.

Non-financial program elements include technical assistance to other
staff in loan packaging; workshops for potential borrowers and partners;
and assistance in marketing of the Loan Fund to the public, to investors
and to business partners.

Major Lending Function Responsibilities
The FPF Program Manager will implement the FPF strategy of the Loan Fund
and will be expected to meet the goals and objectives of the FPF:
* Assist in the development of marketing and
outreach strategies to potential borrowers, investors and business
partners;
* Assist in the ongoing development of loan policies
and procedures for FPF;
* Solicitation, processing and initial analysis of
loan applications;
* Perform due diligence, credit analysis and credit
evaluations of potential borrowers with assistance of FPF Contract
Underwriter;
* Assist in the preparation of credit memos and
supporting documentation;
* Partner with technical assistance providers to
deliver training services to prepare clients for borrowing;
* Work with the Loan Fund's Executive Director and
Lending Committee to obtain approvals and loan conditions;
* Prepare monthly written reports showing the status
of loan requests and applications;
* Coordinate with other Loan Fund staff to
facilitate loan closings and disbursements;
* Assist in the design and distribute FPF information and Loan
Fund promotional material to prospective borrowers, supporters, related
organizations and investors throughout the state;
* Make presentations and participate in forums that inform the
public and special audiences about the Loan Fund;
* Prepare reports to funders and investors regarding borrowers
for use in marketing materials such as a newsletter and annual report.

Additional Responsibilities
* The FPF Program Manager will operate out of an office in West
Palm Beach.
* As part of a collaboration with the Community Foundation for
Palm Beach and Martin Counties the Program Manager will also share
expertise and market knowledge regarding affordable housing in Palm
Beach County with the Community Foundation.
* The FPF Program Manager will assist with funding and
investment proposals submitted by the Loan Fund and draft specific
proposals as assigned.
* The FPF Program Manager will assist with budget refinements
and business plans of the Loan Fund.

Other Requirements
This position requires frequent travel, mostly to and within 3 counties
in Florida - Palm Beach, Orange and Pasco.

Qualifications
The successful candidate will come from a community development,
community development funding, or community development finance
background. This may include experience from the non-profit or
for-profit multi-family development field, the public sector or
commercial banking sector.

Skills and experience include:
* A minimum of 10 years of experience in the
commercial/community development/real estate lending, public finance
and/or multi-family development fields is desired. Multiple sector
experience is preferred;
* Knowledge of the politics, economics, demographics, and
financial institutions in Florida generally and in Palm Beach, Pasco
and/or Orange counties specifically is preferred;
* Knowledge of and experience in multi-family program/project
evaluation, financial analysis, and other underwriting is preferred;
* Ability and experience in delivering services consultatively
to diverse constituencies;
* Experience working in low-income communities;
* Outstanding communication skills, both spoken and written;
* Maturity, initiative, and flexibility required;
* Ability to work independently and coordinate with others
located across the state;
* Computer literacy, including knowledge of word processing,
spreadsheets, databases and the internet;
* A bachelor's degree and/or equivalent training in a related
field, such as business or finance.

Compensation
Salary Commensurate with Experience. FCLF offers a benefits program that
includes funds to subsidize health coverage and/or contribution to a
403(b) account, and may include opportunity for bonuses.

Reporting: The position reports to the Director of Lending.

Location: The position is based in West Palm Beach.
