Nehemiah Community Reinvestment Fund, Inc. (NCRF) is a nonprofit
community development loan fund and certified community development
financial institution (CDFI) based in Sacramento, California. NCRF
provides capital and technical assistance to organizations working to
revitalize low-income neighborhoods and provide housing, services and
jobs to underserved people throughout the United States. Through its
provision of nearly $34 million in loans to nonprofit and mission-based
for profit organizations, NCRF has produced almost 1.2 million square
feet of community facility or commercial space, more than 3,000 housing
units, created or retained almost 5,400 jobs, all the while providing
the benefits of the projects to nearly 25,000 people served by these
projects, and leveraged projects costs of over $260 million.



NCRF is seeking a Community Development Senior Loan Officer (CDSLO). The
CDSLO will solicit, originate, and underwrite loan requests to NCRF
within an assigned area of geographic focus. The CDSLO will also
provide technical assistance to clients and potential clients of NCRF.
Working collaboratively with the NCRF Team, the CDSLO documents, closes,
services and monitors loans, participates in quarterly credit loss
review, preparation of reports to NCRF committees, board and investors,
participates in the development and dissemination of loan programs and
products and informational materials to potential clients, partners,
funders and investors. The CDSLO reports to the Executive Director of
NCRF, also known as Director of Community Development, for Nehemiah
Corporation of America, a nonprofit affiliate of NCRF.



Responsibilities include loan production, loan closing, serving and
monitoring, business development, communications, fund development:



* Originate community development loans in geographic area of
focus

* Screen requests from potential applicants and explain lending
parameters.

* Review loan applications from prospective borrowers based upon
approved underwriting policies.

* Follow up with applicants. Secure the necessary information to
underwrite the loan, conduct site visits if needed.

* Provide assistance to help potential borrowers successfully
qualify for financing.

* Underwrite loan requests in accordance with NCRF's credit
policies and guidelines

* Perform due diligence on loan requests, checking client
references, funding sources and community contacts to verify reliability
and reputation of client

* Analyze client financial statements, fiscal projections and
draw conclusions regarding the current and future fiscal viability of
client

* Review project information provided by client, develop
additional information as needed about the project and client's capacity
to complete project, community opposition or support for project,
governmental issues and draw conclusions about impacts and likelihood of
project succeeding

* Perform periodic site inspections for construction loans,
documenting visit with pictures and a short written report

* Seek out and develop clients and partners for NCRF's community
development lending program in geographic area of focus

* Present NCRF's lending programs and products to clients,
potential clients, and public/private partners at the geographic and
regional area of focus

* Develop strong, collaborative working relationships with
affinity groups, and community and economic development leaders in the
local and regional area of geographic focus

* Participate in the development of informational materials for
clients and potential clients of NCRF's lending program at both the
geographic and national areas of focus

Qualifications:

* Bachelor's degree (B.A.) from four-year college or university
in Community Development, Nonprofit Management, Public Policy, Real
Estate Development Finance, Business Administration or a or closely
related field or the or the equivalent in years of related work
experience.

* Five to ten years of work experience in real estate, banking,
financial services specifically related to nonprofit community
development and commercial lending; including three to five years
experience as a lender.

* Knowledge of nonprofit management, real estate finance, public
finance programs, real estate development, and the ability to make sound
and ethical business decisions.

* Strong understanding of accounting principles, and ability to
analyze and interpret financial statements of both nonprofit and for
profit organizations.
