ABOUT THE NATIONAL COMMUNITY STABILIZATION TRUST
The National Community Stabilization Trust is an unprecedented
collaboration of the nation’s six leading housing and community
development nonprofit organizations that serve as its Sponsors –
Enterprise Community Partners, the Housing Partnership Network, the
Local Initiatives Support Corporation (LISC), National Council of La
Raza, National Urban League and NeighborWorks America. The
Stabilization Trust facilitates the transfer of foreclosed and
abandoned property from financial institutions to states and
localities to promote productive property reuse and neighborhood
stability. Launched in 2008, the Stabilization Trust is currently
expanding and is looking for highly motivated individuals for key
management positions to support the increasing demand for its services
by community programs and financial institutions nationwide.

GENERAL DESCRIPTION
The Community Development Manager of the Stabilization Trust is a
member of the management and operations team, and is responsible for
establishing and maintaining relationships with state and local
housing providers—public, nonprofit and for-profit agencies, National
Stabilization Program (NSP) grantees, and other key
stakeholders—particularly relating to the conveyance of foreclosed
and/or abandoned properties from financial institutions. There are
several positions that share this work nationally and work closely
with the Stabilization Trust’s sponsor organizations. Key
responsibilities are outlined as follows:
- Sources and manages state and local housing provider relationships
and performance, ensuring the effective acquisition of REO property
from financial institutions.
- Helps create and subsequently deliver formal and informal training
to state and local housing providers interested in obtaining
foreclosed and/or abandoned property from financial institutions,
regarding Stabilization Trust services. Identifies and recommends best
execution approaches, including clarification of HUD’s NSP guidelines,
in order to establish comprehensive and effective neighborhood
stabilization initiatives.
- Works collaboratively with Sponsor organizations to ensure that all
relationship management activities with state and local participants
are effectively coordinated with the Sponsor local working group and
other identified Sponsor staff. Contributes to Sponsor updates and
otherwise communicates with Sponsor organization staff and senior
management teams.
- Serves as a point of conflict resolution and recommends to the Chief
Operation Officer and operations team enhancements or improvements to
the Stabilization Trust’s approaches and procedures, to ensure timely
and effective state or local participant execution. Assists with the
development and management of business plans and strategic planning.
- Participates in conferences, forums and meetings on behalf of the
Stabilization Trust and identifies opportunities and issues to the
senior management team.
- Extensive travel required, approximately 30 to 40 percent of work time.

WORK EXPERIENCE REQUIREMENTS
Seven plus years of experience in the housing and community
development field, with at least five years specific to working
for/with nonprofit community development corporations and state/local
government agencies on housing and community development activities.
Expertise with HUD Programs including Community Development Block
Grant, HOME and/or Neighborhood Stabilization Program is preferred.
Experience working for/with mortgage lenders, loan servicers, mortgage
insurers, GSEs, federal housing agencies, or other financial
institutions a plus. Bachelor degree required. Master degree
desirable.
