The Neighborhood Business Development Program administered by the Maryland Department of Housing & Community Development has a strong 10-year track record of providing gap financing for small business development in older existing neighborhoods. It is unique in that it focuses in targeted geographic areas so as to be a revitalization catalyst as well as jobs and business development catalyst.
