City First Bank of D.C. is Washington D.C.'s first and only community

Community Development Finance Officer
The Community Development Finance Officer position is responsible for
providing programmatic support to the Executive Vice President for
Community Development, with a focus on compliance and reporting to the
CDFI Fund, Federal Home Loan Bank and other public and private
investors. Programs to be managed include the New Markets Tax Credit
Program, CDFI Financial Assistance Program and the Bank Enterprise Award
program. In addition, reporting to the FHLB Affordable Housing and
other community development programs and the National Community
Investment Fund, is required. Other duties will include assistance with
new product development, support in the structuring of NMTC
transactions, business and sales generation, and community relations.
Responsibilities
* Manage various aspects of compliance to the New Markets Tax
Credit, NMTC, Bank Enterprise Award, BEA, Financial Assistance program
and other reporting and data collection duties for CDFI Fund programs.
With respect to the NMTC compliance, very detailed and specific
reporting at the project, fund and allocation agreement level is
required. Incumbent will also be responsible for reporting and
monitoring of any funds received and other activities with the Federal
Home Loan Bank or FLHB programs.
* Closing and execution of NMTC transactions
* Provide assistance in the application and certification process
with respect to existing and potentially new CDFI applications,
including BEA, NMTC, FA
* Oversight of accounting and payment/billing functions related to
NMTC
* Coordinate servicing aspect of projects including
preparation of quarterly billings (interest payments) and distributions.
* Prepare statements of expenses and income as required
periodically in consultation with the CFB and TBC accounting departments
* Maintain and coordinate NMTC accounts payable process
for submission to accounting department, including approval of bills
such as for audits
* Provide staff support for the Board of Advisors for the CFC Fund
Manager and support as needed to the City First Board of Directors
* Community Affairs
* Develop customer relationships with community
development organizations and other non-profits for potential NMTC
projects as well as loans, deposits and other CFB products and services
* Maintain and update database of community development
related organizations and entities
* Provide assistance for community outreach and public
relations activities, including requests for volunteers, contributions,
donations and support for community events
* Represent bank at various trade organizations and
community sponsored events as appropriate
Qualifications
Experience in banking, financial services or CDFI industry is preferred,
with demonstrated ability to manage multiple projects, work
independently, and effectively prioritize work
* 5 - 10 years experience in community development, housing
finance, or commercial lending
* Experience with commercial or housing finance, government
programs or complex financial or real estate transactions, and project
monitoring and reporting required
* Undergraduate degree in accounting, business, finance, community
development, city planning or related field is required, graduate level
education is a plus
* Proficiency with Microsoft programs - Word, Excel, Access,
Outlook
* High level of energy and professionalism, positive "can do"
attitude, natural curiosity and strong motivation
* Ability to understand complex web of entities used in community
development or real estate finance required
* Effective oral and written communication skills
* Interest and comfort in working in culturally diverse and urban
environment that focuses on underserved communities
* Ability to work well in a collaborative and team oriented
environment
