SALARY RANGE: $78,700 - $146,400 (base)

This is the base salary range. Depending on the official duty station, geographic pay differential may apply.

LOCATION NEGOTIABLE:
This position involves frequent travel. Therefore, it is considered a non-traditional job and the terms and conditions of OCC's Alternative Location Arrangements (PPM 3110-53), apply. Specific terms of an alternative location arrangement will be confirmed once a selection has been made. The duty station will be one of the following locations: Charlotte, NC; Edison, NJ; Houston, TX; Minneapolis, MN; St Louis, MO; or Washington, DC. MAJOR DUTIES:
As Community Affairs Officer, plans and directs activities in the assigned district. Serves as an expert resource for bankers and OCC staff on community development lending and investment programs. Maintains effective outreach relationships with various organizations; develops an understanding of issues they face; and provides information regarding OCC's policies and procedures relating to CRA and community development lending and investment.

Acts as a technical advisor to OCC management, office staff and field examiners concerning the Community Reinvestment Act (CRA) and community development issues. Provides training for examiners and bankers on issues related to community development lending and investment.

Develops and maintains an effective outreach program that identifies and addresses issues facing underserved rural areas, affordable housing developers; small minority-owned businesses; communities; consumers; and state and local governments, regarding community and consumer banking issues and economic development issues. Shares information and coordinates activities with other financial regulatory agencies.

Facilitates efforts to promote/improve communication and understanding between the OCC field examiners and the communities in which the institutions they examine are located. Sponsors activities designed to educate and encourage communication among OCC staff, bankers, community groups and other interested parties on the CRA and community and economic development issues.

Develops and maintains a clearinghouse of governmental and private sector programs (regional, state, county, local) and public/private partnerships that provide housing, services and jobs to low- and moderate-income people and small and minority businesses. Shares this information with the industry and field examiners.

Conducts research and statistical analysis on, and develops original survey information about, the community development lending and investment activities of national banks. Develops informational material, for general distribution, on OCC policies, programs and activities relating to community reinvestment and community and economic development. Provides community, neighborhood organizations and other public interest groups information regarding OCC's policies and procedures relating to CRA and community development lending and investment.

Works with bankers and community based organizations to raise the general public's awareness of foreclosure avoidance resources offered by housing counseling agencies, NeighborWorks affiliates, and other organizations.

Facilitates discussions between government agencies, community based organizations and bankers to find solutions to problems communities face as a result of increased levels of home mortgage defaults and foreclosures.

Conducts meetings with government agencies, community based organizations, and bankers to share "best practices" being utilized across the country to address increasing levels of home mortgage defaults and foreclosures.
QUALIFICATION REQUIREMENTS:

This position requires one year of specialized experience equivalent to the next lower pay band, NB-V. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience are: developing and maintaining effective community and consumer outreach programs that identify and address issues facing undeserved areas; serving as a CRA examiner for a bank regulatory agency; conducting and presenting research and statistical analysis on and developing survey information about community development lending and investment activities of banks; serving as a CRA officer for a financial institution, and sponsoring and/or developing activities designed to educate and encourage community development lending activities among bankers, and community groups.

SELECTIVE PLACEMENT FACTORS (SPF):
In addition to the above qualification requirements, candidates must possess the following Selective Placement Factor(s) to be considered qualified for the position. Applicants must describe how they meet this requirement in their application.
1. Demonstrated experience in community development lending and investment.
2. Experience working in the mortgage lending industry.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of Community Reinvestment Act laws, regulations, and policies as they apply to federally regulated financial institutions, community and consumer group issues.
2. Knowledge of the financial services industry and how banks participate in community development and consumer affairs.
3. Ability to establish and maintain effective working relationships with others within and outside the organization in order to identify, research and compile information on a variety of community and consumer related issues and programs.
4. Ability to communicate effectively, orally and in writing, to a variety of audiences in order to educate and provide information on a wide range community and consumer oriented issues.
5. Knowledge of mortgage servicing and delinquency intervention and foreclosure prevention practices.
6. Experience planning and conducting public meetings.
BASIS FOR RATING:

Qualified applicants will be rated and ranked based on the extent and quality of their total background (experience, education, training, awards, documented performance, and other activities) as it relates to the requirements of the position to be filled.

CONDITIONS OF EMPLOYMENT:

A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
