The Rainier Valley Community Development Fund (RVCDF) is seeking an accomplished, action-oriented leader to serve as its next Executive Director.* Funded initially by a $50 million commitment from King County and the City of Seattle, the RVCDF is the largest community development fund of its kind in the country.* Its primary Investment Area covers approximately 5.5 square miles of the Rainier Valley in southeast Seattle from I-90 on the north to the Boeing Access Road on the south.* The new Executive Director will have the opportunity to lead the agency’s expanding role in encouraging and supporting economic development throughout the Investment Area.

The Rainier Valley Community Development Fund (RVCDF) is a community-based, non-profit organization, founded in 2002 to establish and manage the $50 million Fund mandated by the Sound Transit Board for the Rainier Valley in conjunction with at-grade light rail.* The Fund was established to first provide mitigation funds to businesses adversely affected by the at-grade light rail construction along Rainier Avenue South, and second to stimulate community development in the Rainier Valley.*

However, the long-term vision for the Fund is to use a portion of its assets to create a self-sustaining, community-controlled fund that supports community development in the Rainier Valley.* This Community Development Program is initially being capitalized by public funds appropriated by the City of Seattle between 2005 and 2012.* Of the total $50 million mandated for use in Southeast Seattle, up to $21.5 million is being spent on supplemental mitigation activities, and $2 million is earmarked for a four-year pre-apprenticeship job training program.* The remainder is available for the Community Development Program. The RVCDF intends to supplement these public funds with private capital in the interest of expanding its reach.*

The Position
Responsibilities
*
The Executive Director reports directly to the Chair of the 14-member RVCDF Board of Directors.* The Executive Director’s responsibilities include:
·******* Ensuring the mission is clearly stated and understood by all staff and Board members, and that all programs and policies are consistent with the mission*
·******* Managing relationships with the Board of Directors, including preparing policies for their approval, providing regular reports on activities, reporting on the financial status of the corporation, recommending program guidelines, recruiting new Board and Committee members as needed, and staffing Board committees*
·******* Preparing and managing the RVCDF’s annual operating budget, maintaining fiscally sound operations in compliance with all internal policies and with GAAP.*
·******* Supervising personnel, providing appropriate training opportunities and coaching for staff to cultivate team excellence; and developing salary and benefits policies that attract and retain skilled personnel*
·******* Strategic planning, developing and maintaining partnerships, programs and information management systems that support the organization’s ongoing development
·******* Ensuring development of loan programs and policies, and marketing them appropriately
·******* Evaluating the market for new lending opportunities and evaluating the Fund’s lending experience for improving performance and responsiveness to the market.
·******* Ensuring that all funding restrictions and reporting requirements are met
·******* Ensuring proper management of cash, investment and loan portfolios and related risks, implementation of accounting systems, policies and procedures with Board approval
