(November 01, 2006 – Washington, DC)* On November 1, 2006, at the Annual
Conference of the Opportunity Finance Network (OFN), Federal Reserve
Chairman, Ben S. Bernanke, praised Community Development Financial
Institutions (CDFIs) and their mission to strengthen communities and improve
the lives of low-income populations.
During his speech, Bernanke cited the CDFI Data Project (CDP), a major a
multi-year research effort collecting and analyzing information on the
financial performance, institutional characteristics, and community
development outputs of the CDFI Industry.* The Federation is a founding
member and primary data collector of the CDP.

Federation Joins Partners in Support of Americans with Disabilities
(October 31, 2006 – New York, NY) On October 24, the National Disability
Institute (NDI) held a press conference at the National Press Club in
Washington, D.C. to announce the kick-off of the 2007 Real Economic Impact
Tour, a public/private collaboration designed to advance financial
independence for Americans with disabilities.
As an institutional partner with NDI, the National Federation of Community
Development Credit Unions (the Federation) was represented at the press
conference by Pamela Owens, the Federation’s Director of Education &
Training.
“The Federation has partnered with NDI and the World Institute on
Disabilities for a number of years now,” explained Pamela Owens. “We have
worked extensively to expand our financial education training to reflect the
needs of people with disabilities.* Our CDCU Institute™ for credit unions
serving low- and moderate-income populations has also expanded its
curriculum to address this issue.”

CDCU Advocate Nominated to CUNA Board of Directors
(October 17, 2006 – Durham, NC)* Long-time community development credit
union (CDCU) advocate and supporter John Herrera has been nominated for the
District 3, Class B seat on the Board of Directors of the Credit Union
National Association (CUNA).
Herrera currently serves as the volunteer Board Chairman of the Latino
Community Credit Union (LCCU) in Durham, North Carolina, which has been one
of the fastest growing start-up CDCUs in the country, growing to over $40
million in assets since the year 2000, and serving more than 49,000 members
through six branches located across the state of North Carolina.
“The National Federation of CDCUs is pleased to announce its support for
John Herrera's candidacy for the CUNA Board of Directors,” said Cliff
Rosenthal, Executive Director of the Federation. “John Herrera has been a
leader and driving force behind the Latino Community Credit Union, the most

Federation Testifies to NY State Assembly on Predatory Lending
(October 5, 2006 – New York, NY) Rafael Morales of the National Federation
of Community Development Credit Unions (the Federation) today presented
testimony urging the New York State Assembly to strengthen the state’s
consumer protection laws, particularly the laws pertaining to predatory
lenders.* Morales, the Federation’s Communications Officer, spoke before the
Assembly Standing Committee on Consumer Affairs and Protection and the
Assembly Standing Committee on Banks on behalf of the New York State
Coalition of Community Development Financial Institutions (the NY CDFI
Coalition), which the Federation co-founded in 1995.
New York State has some of the strictest consumer protections and anti-usury
laws in the country, and the Coalition’s testimony urged the Assembly to
promote and expand these protections.* At the hearing, Morales pointed out
that additional protections would help to curb payday and predatory lenders
who circumvent state legislation by using Internet offers and placard
promotions to lead consumers to out-of-state lenders who do not have to
comply with state regulations.
