A live satellite broadcast of an application workshop presented by CDFI Fund staff has been rescheduled to Wednesday, October 11, *2006 at 1:00 p.m. EDT. The broadcast can be viewed at any of the over 80 U.S. Department of Housing and Urban Development’s Field offices, or as a webcast on your personal computer. Analysis of Fiscal Year (FY) 2006 Round of CDFI Program (financial and technical assistance).

Visit the CDFI Coalition website http://www.cdfi.org/Uploader/Files/Policy_Analysis_CDFI_8_2006.pdf to view the CDFI Coalition’s analysis of the FY 2006 financial and technical assistance awards by the CDFI Fund. The analysis provides details on policy changes for FY 2006, award distribution trend analysis, and other information relevant to potential and current CDFI Fund award recipients.

Office of Thrift Supervision Reverses Course
*
The Office of Thrift Supervision (OTS) is reversing course on a decision made two years ago regarding their enforcement of the Community Reinvestment Act. On September 27, the OTS announced that they were eliminating a rule passed in February 2005 which allowed thrifts with assets between $250 million and $1 billion to use a “streamlined” CRA test previously allowed only for financial institutions with assets under $250 million.* The effect of the 2004 rule was to afford institutions regulated by the OTS significantly weaker CRA requirements than similar size banks regulated by the other bank regulatory agencies. The change in policy is very positive and attributed to a change in leadership at OTS.* John Reich succeeded James Gilleran as Director of OTS in August of 2005.

Appropriations Update
*
A “stop-gap” funding bill or Continuing Resolution was adopted by Congress at the end of September. This Continuing Resolution will allow government agencies to continue to operate under an interim budget until Congress completes work on FY 2007 appropriations legislation during the post-election session. Congress is not expected to complete work on FY 2007 appropriations bills until a “lame-duck” session is convened after the November elections. The continuing resolution set spending for programs at the fiscal 2006 rate, the House-passed level for fiscal 2007, or the Senate-passed level, whichever is lowest. For the CDFI Fund this amount is $40 million, the House-passed level for fiscal 2007. This should not have an immediate adverse impact on the CDFI Fund as the bulk of the appropriations go to grant programs. Upon its return from the November 7 midterm election Congress will again attempt to complete their spending decisions.

The CDFI Fund's Office of Policy and Programs is seeking an experienced professional in the CDFI field for the position of CDFI Program Manager to oversee and manage its Financial Assistance and Technical Assistance Programs as well as its Native Initiatives. In addition, the Fund's Native Initiatives
Advisor has taken a position at HUD and the Fund is now seeking an experienced professional in community and economic development, with emphasis on the particular issues facing Native populations, to fill that position. In the near future the Fund will also post a vacancy announcement for the position of BEA Program Manager.
