62 Senators Support an $80 Million Appropriation for the CDFI Fund

The letter (http://www.cdfi.org/uploader/files/cdfi07.pdf) being sponsored by Senators Rick Santorum (R-PA) and Robert Menendez (D-NJ) supporting at least an $80 million appropriation for the CDFI Fund was delivered to Chairman Kit Bond (R-MO) and Ranking Member Patty Murray (D-WA) on Tuesday, May 16, 2006. The CDFI Coalition is very pleased that 62 Senators endorsed our CDFI Fund appropriations request for FY 2007. Senators who endorsed the Coalition’s appropriation request for the first time this year include: Bunning (R-KY), Chafee (R-RI), Chambliss (R-GA), Conrad (D-ND), Dorgan (D-ND), Isakson (R-GA), Menendez (D-NJ), Thune (R-SD), Vitter (R-LA), and Warner (R-VA).

The CDFI Coalition would like to acknowledge and thank the members of the Coalition’s Action network. Over the past three months, hundreds of letters and emails have been sent to Congressional offices through the CDFI Coalition website urging lawmakers to support $80 million for the CDFI Fund in FY 2007. The CDFI Coalition appreciates the tremendous advocacy of CDFIs and community development advocates across the country. The overwhelming support in the Senate is a testament to the important work CDFIs and community development organizations are accomplishing everyday in communities across the United States.

CDFI Advocates Make Over 100 Congressional Visits at the 2006 CDFI Institute
*
At the 2006 CDFI Institute: The Future of Community Development Finance, CDFI advocates participated in an afternoon of Congressional Visits.* Over 100 offices were visited by CDFI participants from 23 different states.* The CDFI Coalition appreciates the advocacy of the CDFI Institute participants in sharing stories of success and support for the continued existence of the CDFI Fund grant programs in FY 2007 and beyond.

Legislative Update: FY 2007 CDFI Fund Appropriations
*
The Federal budget process continues to progress. On Thursday, May 18, the House of Representatives passed a FY 2007 Budget Resolution, but chances remain slim to none that the Senate and House will reach an agreement to reconcile their different versions of the FY 2007 Budget Resolution.* The Budget Resolution sets the overall levels of spending and revenue to be collected for the upcoming year. Without a Budget Resolution, the House and Senate Appropriations Committee Chairmen set the overall discretionary spending level for FY 2007 and divide the overall total discretionary spending amount into 302(b) allocations amongst the Appropriations subcommittees.* Once the 302(b) allocations are made, individual Appropriations Subcommittees will begin determining the funding levels for individual programs including the CDFI Fund.

The House Transportation, Treasury, and Housing and Urban Development Appropriations Subcommittee with jurisdiction over the CDFI Fund plans to meet during the week of May 22 when an appropriations figure for the CDFI Fund will be adopted by the House Appropriations Subcommittee.

The Senate Appropriations Committee has not set 302(b) allocations or announced a schedule for the Appropriations Subcommittee mark-ups in the weeks and months ahead.

The CDFI Coalition will monitor the process as it moves forward and keep you apprised of any new developments or actions needed to ensure the CDFI Fund remains a viable source of support for the community development finance industry in FY 2007.
