COMMERCIAL LAW BRANCH
EXPERIENCED ATTORNEYS/GS-11 to GS-13

Applications are being accepted for two experienced attorney vacancies in the Contract Law Section of the Commercial Law Branch of the Federal Bureau of Prisons (BOP), U.S. Department of Justice in Washington D.C.

This Section reviews a variety of contract law and general commercial issues. The attorneys filling this position will provide legal guidance and review for multi-million dollar construction contracts and nationwide high dollar value procurements, as well as legal assistance to the Federal Prison Industries, Inc. contracting staff. The attorneys will also be responsible for preparing agency responses to bid protests and will assist in the litigation of contract appeals before the various Boards of Contract Appeals and the Court of Federal Claims.

Applicants must possess a J.D. degree, be an active member of the bar (any jurisdiction) and have at least one year post-J.D. experience. Applicants should have an exceptional academic background, and a strong knowledge of government contracting and Federal Acquisition Regulations. Litigation experience is highly desirable. Knowledge of trademark, copyright and tax laws is helpful.

Current salary and years of experience will determine the appropriate grade and salary levels. The possible range is GS-11 ($42,724 - $55,541) to GS-13 ($60,890 - $79,155).

EXPERIENCED ATTORNEYS / GS-13 TO GS-14

The Office of Community Oriented Policing Services (COPS), U.S. Department of Justice, is seeking experienced attorneys for the Legal Division located in Washington, D.C. There are approximately three positions to be filled.

Incumbents will:

· Negotiate areas of noncompliance with grant applicants and recipients to achieve compliance;
· Review, investigate, and make determinations regarding complaints filed by members of the public alleging noncompliance with grant requirements;
· Provide legal advice and counsel to the Director and other program staff, and legal information to grantees, applicants and members of the public on matters of grant law, Indian law, administrative law and other issues;
· Research areas of labor and employment law, contract and procurement law, and ethics and administrative law;
· Research and prepare legal opinions, substantive memoranda and correspondence;
· Draft or edit application kits and other grant program materials to ensure conformity with legal requirements;
· Represent the office in meetings and conferences with applicants, grantees, Congressional staff, other DOJ offices, and others; and
· Provide appropriate legal input and identify and implement necessary follow up.

Applicants must possess a J.D. degree, be an active member of the bar (any jurisdiction), and have at least two and one-half years post-J.D. legal experience. The strongest candidates will have a working knowledge of the Violent Crime Control and Law Enforcement Act of 1994, familiarity with the COPS grant programs, a record of excellence in academic achievement, superior analytical and writing skills, strong negotiation and counseling skills, and the ability to build consensus to resolve issues.

This position has a promotion potential of GS-14.
