I am a graduate student at Cornell looking for materials on rural banking
(published or non-published). Specifically, I am looking for information
regarding the impact of the CRA on rural banking, the impact of locally-owned
rural financial institutions on rural communities, and partnerships between
rural financial institutions and non-banks that offer lending assistance. If
you are particularly familiar with these topics, or have access to

Hi. In 1998, the Office of Thrift Supervision (OTS) presented a paper called
"Best Practices in Rural Development" which identified programs and
initiatives designed to provide capital and credit in rural areas. It
discusses both housing and economic issues. There is a Rural Development
Directory at the end. I would be happy to send you a copy.
