Can anyone refer me to organizations/models for loan guarantee programs (in the vein of SBA 7a program)?

Our county is considering starting a loan guarantee program to supplement our business revolving loan fund. The program could guarantee loans from banks to businesses to encourage lending to target businesses. Key to the program would be serving niches the SBA guarantee program does not. I would like to find and understand what other loan guarantee programs do.

Please contact the California Rural Development State Office to discuss
the USDA-Rural Development Guaranteed Business & Industry Loan Program,
and the Intermediary Relending Business Loan Program. I think you will
find these programs useful!
