JOB ANNOUNCEMENT
PROGRAM DIRECTOR: SPECIAL INITIATIVES

Position Location: AEO National Headquarters in Washington, DC (to be
established in the near future).

Organization Description: AEO is the national association of organizations
committed to microenterprise development. We provide our members with a
forum, information and a voice to promote enterprise opportunity for people
and communities with limited access to economic resources. AEO represents
the United States microenterprise agenda in both national and international
communities. AEO’s members represent a broad range of national
microenterprise programs and many other organizations who support AEO’s
mission, such as financial institutions, community economic development
organizations, housing and human service agencies, etc.

Position Description: AEO is seeking an energetic and highly motivated
individual accustomed to breaking new ground and demonstrating results. As
a senior member of the AEO staff, the Program Director will work closely
with the AEO Executive Director, Board, Committees, staff, and partner
organizations to design, develop, and implement innovative new programs.

Project Oversight: In December of 1998, AEO undertook the lead role in The
Prudential Foundation’s Young Entrepreneur Program (PYEP). Since that
time, under the guidance of two AEO consultants, AEO, The Prudential
Foundation and its partners (the National Foundation for Teaching
Entrepreneurship, the Prudential Enterprise Center in Newark, and the West
Philadelphia Enterprise Center), have created the preliminary design for an
innovative program. Targeted to serve young urban adults, ages 18-30, the
program provides training, technical assistance, and micro loans to
qualified participants in order to assist them in starting successful
enterprises.

The Program Director will be responsible for comprehensive management of
the $2.5 million PYEP including: creation and oversight of budgets for AEO
and all partners; establishment, monitoring and maintenance of a loan pool
of approximately $500,000; oversight of a rigorous program evaluation in
concert with a contract evaluator; preparation of quarterly and annual
reports; identification and oversight of the microenterprise lending
organizations that will make micro loans to selected young entrepreneurs.
As a major initiative of The Prudential Foundation, the project will be
carefully scrutinized for possible wide replication.

The PYEP provides AEO with the opportunity to test and develop its capacity
to be a funding intermediary for the microenterprise field. The Program
Director will explore and develop additional, new intermediary
opportunities. The Program Director will also work with AEO Internet
contractors to disseminate information on AEO programs via the AEO website.

Qualifications: A minimum of three years of direct microenterprise
practitioner experience is required. More extensive experience is a plus.
Other qualifications include: strong program or project experience
including conceptualizing, starting and managing new programs within an
organization; experience with designing RFP processes; ability to select
and supervise consultants; a thorough understanding of program evaluation;
experience with budget development and oversight, including creating work
plans, and time frames, and defining short term and long term program goals
and objectives; and an understanding of the information needs of the
microenterprise industry. The successful candidate will have demonstrated
skill in using a team approach to secure consensus-based decisions, will
have experience in raising funds and securing resources, will possess
excellent oral and written skills and will be a self-starter who can work
with minimum supervision.

Salary: Low to mid $50s plus benefits, depending upon experience.

Time Frame: Deadline to apply is 5:00 p.m. June 11. Interviews will be
conducted in June with start date anticipated to be June 28 or July 6.
