POSITION ANNOUNCEMENT

LOAN PROGRAM MANAGER

Delaware Valley Community Reinvestment Fund
Philadelphia, Pennsylvania

The Delaware Valley Community Reinvestment Fund (DVCRF) is a 13 year-old
community development financial institution that serves the Philadelphia
metropolitan region. DVCRF provides loans and technical assistance in
support of affordable housing projects, community facilities, and small
businesses that revitalize low-income neighborhoods and alleviate
poverty. During its history it has originated more than $110 million in
loans and investments. The Fund currently manages more than $65 million
in assets: a $40 million loan fund, a $16 million bank partnership, and
a $10 million venture capital fund. During the next five years, the Fund
will grow into a $130 million institution. DVCRF financial programs are
supported by more than 800 individual and institutional investors who
support the mission of the organization and the business discipline that
DVCRF brings to its work. In addition to its lending programs, DVCRF
provides technical support to housing and commercial real estate
developers, manages a portfolio of work force investments, and houses
The Jobs Policy Network, a regional advocacy and policy organization.

DVCRF is nationally recognized, having been featured in the New York
Times, The Economist, and the Wall Street Journal. Its investors include
national foundations such as The Ford Foundation, The Pew Charitable
Trusts, The John D. and Catherine T. MacArthur Foundation, and the
Prudential Foundation. DVCRF also played a leadership role in the effort
to establish the current U.S. Treasury Department’s Community
Development Financial Institutions Fund, and the State of Pennsylvania’s
Community Development Bank.

Position Description
DVCRF has a position opening within the Community Resources department
for a loan program manager. The Community Resources group includes all
of DVCRF’s affordable housing lending, community facility and day care
lending, commercial/retail property lending, and development services
consulting. The affordable housing activities of DVCRF resulted in $24
million in loan commitments in 1998, positioning DVCRF as the primary
affordable housing lender in the region. The community services
activities of DVCRF includes a $10 million portfolio of loans to child
care providers, social service agencies, charter schools, other
community based non-profits, and the Non-profit Energy Savings
Investment Program (NESIP). This broad community service activity will
result, in the next five years, in the largest CDFI portfolio of loans
to non-profit facilities in the nation.

The available position will manage either the affordable housing lending
function or the community service lending function, based on the skills
and experience of the successful candidate. Candidates with experience
in either field are encouraged to apply. The position reports to the
Director of the Community Resources group.

>Position Responsibilities:
Staff Management: personnel supervision, annual personnel reviews,
setting annual objectives for personnel, coordinate staff development &
training for direct reports, hiring of direct report staff.

Program Management: budgeting, program reporting, internal program
education and advocacy

Program Development:
- Resource Development: the Program Manager will have a primary role in
attracting the resources necessary for the program.
- Program Design: the Program Manager may be responsible for the initial
design of programs or products, and/or may be responsible for the
ongoing development and refinement of the programs and products.

Marketing / Representation
- Partnerships / Stakeholders / Relationships: the Program Manager will
be the primary contact for those partners, stakeholders, agencies or
individuals essential to the program’s success.
- Marketing Plan: the Program Manager will have a marketing plan,
revised annually, to support the program’s objectives and budget
projections.

>Required Skills
The successful candidate will have:

- strong written and verbal communications skills
- experience which evidences strong skills in :
- loan production, closing & monitoring
- financial and credit analysis
- strong computer skills
- an interest in working with a diverse group of public and private
sector stakeholders, including the ability to manage short and long term
projects
- an interest in working within the DVCRF organizational culture, which
integrates public interest and private sector discipline

Candidates should possess, at a minimum, an undergraduate college
degree. An advanced degree is preferable (MBA or other relevant graduate
degree). The successful candidate will have one or more of the
following: (a) 5-10 years experience as a lender or strong analytical
skills, preferably in the field of housing development or non-profit
finance, (b) work experience or extensive knowledge of community
development in general or more specifically the field of affordable
housing, day care or community based non-profits (c) experience with the
construction process and/or construction lending, (d) the strong
communication, writing and teaching skills necessary to perform resource
and program development, or technical assistance.

Candidates are also strongly encouraged to demonstrate their commitment
to the economic and social goals of DVCRF through their professional or
volunteer activities, and demonstrate their commitment to working with a
team of dedicated professionals.

Compensation

The salary range for the position is $50,000 to $70,000 depending on
experience and qualifications. In addition, DVCRF offers a very
competitive benefits program, including health coverage, disability
insurance, and a contribution to a 401K account.
