Dear Sir:

My story raises some legalmetric in the following. I am suggesting that I
have suffered discrimination in test scoring because of national origin.
Although Civil Rights law provides for this form of litigation, these
statutes include Title VI of the Civil Rights Act of 1964 which prohibits
discrimination based on race, color, and national origin, it is
essentially an unmitigated area. This is not to say that I face an
insurmountable hurdle, but I need to contact a good civi rights attorney
or the legal aid office in Massachusetts. With respect to the specific
issues which I have raised, I can make a limited issues. With respect to
cheating, it is the original of my exams which is critical along with the
chain of custody. With respect to my claim of disparate treatment, I
suggest that you carefully review my story. With respect to hospitalizing,
I suggest that you see the documentation in two hospitals.

I feel there has been discrimination in violation of Title VI. I wish to
file complaint in federal or state court. I would like you accept the
responsible for investigating complaints filed against educational
institutions in the state of Massachusetts.

The actual harm resulted to me exclusively from that discrimination are:

1. The discrimination on the base of national origin which caused me not
getting Ph.D degree from MIT. I could have gotten research assistantship
from MIT with the value of 150,000$. I requested you get this damages from
MIT.

2. The discrimination on the base of national origin which forced me to
pretend to kill myself and to go McLean Hospital for three weeks. I have
lost my honor because everybody knows, I killed myself, I did the act of
cheating but the people did not know the truth. I think the amount of this
damages is 200,000$. I requested you get this damages from MIT.

3. The discrimination on the base of national origin which forced me to go
Cambridge Hospital for 45 days. I have lost my honor because everybody
knows, I am crazy, but it is not truth. I think the amount of this damages
is 300,000$. I requested you get this damages from MIT.

4. I was harmed 650,000$. I requested you get this amount of money from
MIT.

The important thing is your salary. I should say that I do not have money
for legal research and analysis or money for representing in a court. I am
willing you perform legal research and analysis or represent my case in a
court on the base of contingency. It means that I pay nothing until you
win the case. We can discuss about the percent of damages you may get from
MIT.

I am writing to request that you review my academic history as a graduate
student in the Materials Science & Engineering Department. Since beginning
my studies in the United States, I have encountered a number of
challenging issues which have enabled me to develop as a person and as a
student. However, It is my hope that you will carefully consider the
unique aspects of my situation and take into account that I am a person
who is genuinely interested in pursuing scholarship and research at the
Massachusetts Institute of Technology.

when I finally enrolled at the Institute in the Fall of 1990, I came U.S.A
weary from struggling with officials from my own country. In 1989, after
successfully completing some dificult exams, I got the impression from the
Iranian Governments Ministry of Culture and Higher Education that I would
receive scholarship assistance if I attended MIT. The Iranian Government
cut my scholarship when I was at MIT. The role of Iranian Government has
the other correspondence in this story. My registration advisor, professor
Andreas Mortensen, who did not like Iranian people, informed me that the
department had no available funding for me.

On Dec. 7, 1990, I received a letter from the head of Graduate Committee
in the department, professor Linn W. Hobbs, telling me that I had no
choice but to withdraw from MIT. This letter was instigated by professor
Mortensen and Iranian Government. In this letter, professor Hobbs said, "
It is our opinion that your present English skills put you at a
considerable disadvantage. ". This is an excuse because the Dean for
Student Affairs asked me to fill out an application form for a TOEFL
waiver. The application form was filled out by an English teacher. I have
the document that it says the student has the required English
proficiency. This matter shows they wanted to discriminate me on the base
of national origin. After the summer, I qualified for a research
assistant position because of the pressure from some people outside MIT.

As my transcript indicates, I have failed two courses: (1) 3.39, which was
taken before I was hospitalized and (2) 3.21, which was taken during the
1992 spring academic term. While I can not justify failing 3.39, I do hope
that you will weigh the difficult personal circumstances under which I was
working and try to place that grade in context. However, I believe that my
grades in 3.21 and 3.52 are the result of a very different set of
circumstances, and I am respectfully requesting that you will carefully
investigated and examine the documentation which I submitted to Dean
Perkins dated Nov. 18, 1992. You see the documentation in the following:

3.39: When I took my final 3.39 exam. Someone who does not like Iranian
people to get Ph.D. degree and he was thinking about stopping me. He was
always looking for an opportunity. The best way was to accuse me to cheat
in this course. When I wanted to get my final paper. I see the result of a
problem which was 6. The right answer was 8. I got my paper to think about
it. Then, I returned my paper to professor Brown and I told him the result
of this problem is close to each other, could you give me more grade. He
said, " You will come back tomorrow. ". Someone already got a copy of my
answer which was 6. Then, he changed 6 to 8. When I wanted to get more
grade. Professor Brown said, " You changed the 6 number to 8 number. Your
grade is F and you have to face with Committee on Dicipline. ". I said, "
I did not the act of cheating. '. He forced me to go out from his office.
He filled out the complaint against me. With this way I could not continue
for Ph.D degree.

When the charges were filled against me, I learned that I was going to
face the Committee on Discipline, I became more ashamed. I had to face
with something that did not it. They accused me to cheat and I lost my
dream which is to get Ph.D degree at MIT. I was very upset. Someone told
me MIT wanted to deny further registration and not let me continue to
study at MIT. He told me I had to pretend to take my life. I called
professor Russell that I was going to kill myself because I did not the
act of cheating. Then, I pretended to kill myself and I slept on the bed.
I was sent to McLean Hospital because I had no choice. There is some
documents in McLean Hospital that I refused to confess the act of
cheating.

There is some documents that exist at MIT. The most important document is
about the act of cheating. There is a letter for COD that the
International Office wrote it for me. They forced me to confess the act of
cheating and the other things but I did not sign this letter. With this
letter, COD condemned me.

During the spring 1992 semester, I was enrolled in 3.21 and 3.52.
Professor Mortensen for 3.52 course made fun of me in front of the other
students about my grade on one of the problem sets. I wrote a complaint
letter to the head of the Graduate Committee in the department, professor
Hobbs, and I asked him to help me. He told me that my homework was
returned to professor Mortensen to give me more grade. When I wanted to
get my final exam and homework, I found my final exam graded unfairly. He
told a lie that he has not received any homework from professor Hobbs. I
am very concerned about the final grades which I received for these
courses and believe that there are some discrepancies in the way that
certain work was evaluated and graded, especially when this work is
compared to that of other students. My evidence is numbered and placed in
parentheses.

3.21: Professor Sadoway gave me a grade of 11/15 for error calculation in
problem 1 of the final exam. Mr. Gerardo Garbulsky was given 14/15. After
discussing this with professor Sadoway, I convinced him to give me an
additional 2 points (1). In problem 2 of part A, while I had the same
answer as Gerardo, who received 2/5, I was graded 0/5 (2). In part D, I
lost three points for error calculation. Gerardo was graded 5/5 (2) In
problem 4, all students used different methods to determine the answer. I
honestly can see no reason why my solution, which is very close to
professor Sadoway's, is wrong (3). I needed only 6 more points on my final
exam in order to earn C and 10 more points to earn a B.

3.52: I completed all of problem set 8 (4). Professor Mortensen gave me a
grade of 10/20. When I inquired about this grade, professor Mortensen
dismissed my inquiry. I wrote a letter of complaint and submitted it with
my problem set to professor Hobbs. In addition, I requested that he
identify an impartial party to evaluate my work. Professor Hobbs returned
the homework to professor Mortensen but he said I did not received
anything from professor Hobbs.

Please note that in problem 1 of parts B and C of the final exam that
there is a discrepancy between how my work was graded an the way in which
the other student's has been evaluated. Please also review problem 4 (5).
I needed only 3 more points on my final exam in order to earn a B and 10
more points to earn a A.

Professor Hobbs was trying to cover the action of professors, As a result,
On Nov. 18, 1992, I wrote a complaint letter against these professors for
Dean of Graduate School. I respectfully requested that he could carefully
have investigated and examined the above documentation which I submitted
to him with that letter. the International Student Office changed the
letter for me. They forced me to confess the act of cheating and the other
things in this letter again but I did not sign it.

After four months, I received my answer on dated March 5, 1993. In this
letter, I see myself confronted by bad justice. Dean Perkins should
respect science and morality without prejudice about who you are. He did
not answered my request and did not say whether I was right or wrong. The
letter of Dean made me depressed again. I have hospitalized at Cambrideg
Hospital from March 14, 1993 to April 29, 1993. There is a long story why
I hospitalized in this hospital. I do have some documents that exist in
Cambridg Hospital. The most important document is the letter of Dr.
Slayton that clears my situation at MIT and why I hospitalized in the
hospital. After leaving the hospital, I had to come back to my country
without getting Ph.D from MIT.

I have written many letters for a lot of professors at MIT since Nov. 18,
1992 to Jan. 11, 1996, but all of them have gotten the side of the
professors who opposed me, and they, too, believe I should not get a Ph.D
degree. I also have written many letters to the different agencies since
1996 about the discrimination I faced, but I have not gotten any results.

I have recounted the series of problems which I have faced since coming to
the United States and the Massachusetts Institute of Technology, but it is
not my intention to state that this experience has been completly futile
and without lasting personal and intellectual value. Many people here have
taken an interest in my welfare and helped me to adapt to this
environment. It is my hope that you will thoroughly weigh these factors
when you review my cumulative average and consider the prospect of
allowing me to enroll in my department's Ph.D program.

discussing this matter with you.
