You might want to locate your local or state historic preservation office.
There are numerous records available that discuss facade improvements
associated with historic structures. Also, you may want to consider facade
easements as a means to "protect" the investment.

Subject: Micro-loan program suggestions


The Baltimore Regional CDC is a community development loan fund
which provides short-term financing for housing development. We are
forming a partnership with a neighborhood business organization to
create a micro-loan program, initially for facade improvements,
eventually to be expanded to include other uses as the program
progresses.

I would appreciate comments (short or long) on lessons you may have
learned in establishing a micro-loan program (particularly if it was
targeted to facde improvements) or any referrrals to model programs.
