View Full Version : Looking for success stories, alternative uses of CDBG funds

I am doing research on the laws and regulations governing CDBG funds
for a rural micro-enterprise group in East Tennessee that hopes to tap
into what has become largely a "water and sewer" fund. I would like to
compare and contrast the results with surrounding states. We are
looking for success stories where community groups have subcontracted
these monies to carry out community banking objectives.

Vermont CDBG funds have been used repeatedly to capitalize local
revolving loan funds that support housing, and ED. Repayments of initial
grants have also been used this way. As is always the case with CDBG, it
is incredibly complex - the latest twist includes various ways of using
repayments that determine whether or not the funds are counted as program
income or unrestricted revenue. The State's CD Program Director is Carl
Bohlen - cbohlen@gate.dca.state.vt.us - He can probably fill you in on
the regulatory nuances.

Also, the NH Community Loan Fund managed to access CDBG funds through
county government to help capitalize one (or more) of their loan
funds....it took a LONG time.
