VISTA Research Analyst
A VISTA position of Research Analyst with the National Community
Reinvestment Coalition (NCRC), a national nonprofit organization in
Washington, D.C. The VISTA position will start in February.
The Research Analyst will work with NCRC's professional staff in projects
relating to financial self-sufficiency and the transition from welfare to
work. NCRC has over 680 members whose primary purpose is to increase
access to lending in working class, minority, and other underserved
communities. NCRC seeks to strengthen the Community Reinvestment Act
(CRA), federal legislation requiring banks to meet the credit needs of low-
and moderate-income neighborhoods. NCRC also seeks to create partnerships
among neighborhood non-profit organizations and lending institutions; the
partnerships design and market affordable home and small business lending
products.
The VISTA researcher will analyze home and small business data to help
community groups figure out if financial institutions are lending in their
neighborhoods. The research analyst will produce reports describing
lending activity by using CRA Wiz software to create tables, charts, and
maps of lending activities. The VISTA volunteer will then explain to
community groups how to use the lending data and CRA regulations to
persuade lenders to address specific credit needs and to increase their
investments in activities that promote the financial self-sufficiency of
traditionally underserved populations. Finally, the research analyst may
write newsletter articles on innovative lending programs and may conduct
background research for NCRC policy papers and Congressional testimony.
The analyst will have significant input in developing and implementing the
special project(s) he or she will carry out.
PREFERRED QUALIFICATIONS
Academic background in one or more of the following areas: political
science, economics, public policy, public administration, urban planning,
housing policy, community development, and banking regulation.
Knowledge of the community reinvestment/community development field is
helpful, but not essential.
Ability to work and interact with diverse organizations and individuals.
Volunteer, intern, or professional experience with community-based
organizations, national associations, grassroots organizing, and/or
nonprofit organizations.
Knowledge of Macintosh computers and software a plus. Desire and/or
ability to perform quantitative analysis. Advance statistics is not
required, but the applicant should feel comfortable working with and
interpreting numbers.

AmeriCorps*VISTA Financial Independence Project Small Business Assistant
NCRC has an opening in February for a Small Business Assistant. This is an
AmeriCorps*VISTA position in NCRC's Financial Independence Project, under
an AmeriCorps*VISTA Welfare to Work grant. The person in this position
will help implement a national pilot program of small business lending and
technical assistance, working with major national financial institutions,
the U.S. Small Business Administration, and community-based nonprofit
technical assistance providers in 20 target markets.

target areas;
promote partnership-building among participants: lenders, TA providers,
SBA and NCRC;
research efforts in the 20 markets by local government, nonprofit
organizations, Private Industry Councils and other local entities to
stimulate small business development in low/moderate-income (LMI) and
minority neighborhoods, and work to encourage synergy among these efforts
and the Community Express program;
participate in bimonthly conference calls with participants (lenders and TA
providers) in the pilot;
review Community Express lending and loan performance data;
assist in compiling regular reports from NCRC to the Community Express
participants;
facilitate enhancement of local TA provision through skill sharing by more
experienced TA providers, discovery and promotion of training
opportunities, and information exchange.
develop and implement a method of regular communication among Community
Express participants;
assist in publicizing Community Express efforts and successes in
coordination with SBA and other participants;
conduct field assessments and interviews with Community Express
participants and borrowers;
in collaboration with other participants, help develop evaluation criteria
and tools for the program;

development of wealth-building strategies in underserved communities,
including efforts of the Banker/Community Collaborative Council.
