Creating Jobs through Upscaling Social Investment

For the first time, social investors from all across Europe will meet with
local and national government, businesses, corporations and banks, at a
major partnership fair in Lille, in June 1999. What brings this diverse
group of people together?

The reason is simple. Small loans create jobs. A recent INAISE study of
social banks, showed that for microloans, a jobs can be created by a loan
as small as 3000 Euros. Yet this kind of small scale lending is being cut
back by conventional banks that find it difficult to make loans this small.

Social banks therefore are facing a growing need for microlending. It is
to respond to this need that INAISE's "Social Banking Initiative" started
with the support of the European Commission DGV and this major fair is
being held in Lille.

A series of seminars, workshops and conferences are being held running up
to the Fair, identifying and linking partners prior to the Fair. On the
local development side, for example, a major conference is being held in
Birmingham, UK, on 3rd February 1999, organised by INAISE with the Planning
Exchange. This is just one of the many and diverse events INAISE is
helping to coordinate.

This whole process of identification, compilation, mutual learning and
networking will culminate in this European best practice and partnership fair.

The fair will be organised along investment themes (microcredit, regional
risk capital, local development, etc.) helping potential partners to meet.

The structure will be a series of main plenary events, to start and finish
the fair, but the key events are the diverse workshops that will be held.
The will follow specific themes, but also be cross cut to reflect the
different levels of experience participants have with social investment.

The workshops will be complemented by partnership business meetings, where
interested potential partners will have the opportunity to contact directly
and meet with social investors.

The partnership fair is preceded and followed up by the second phase of the
email discussion list and web-forum tracking the implementation of
partnerships and new social investment schemes.

What will the outcome be? Basically, at a number of levels:

Firstly, creating greater awareness of the role and impact of social
investment.

Secondly, linking together the actual and potential partners in new social
investment alliances. Linking social and environmental banks with local
authorities, for example, links a practical tool with an institution that
has un-met financing needs within its geographical and administrative
boundaries.

Thirdly, looking toward the regulatory and fiscal measures that can
facilitate the growth of social investment across Europe. Issues around
Bank disclosure and transparency are critical to the success of the social
investment movement and these will be explored.

Ultimately, the prize is dealing with unemployment in Europe and the
creation of new jobs through the financing of small enterprises, community
projects and environmental initiatives. And in a context of a new single
Currency, with increased competitive pressures and social impacts, such a
prize is worth working for.
