BACKGROUND

Since the turn of the century, America's credit unions have been
focusing on bringing financial services to low-income people of all
ethnic backgrounds who were unable to obtain low-cost services
elsewhere. By doing this, credit unions have helped their member-owners
empower themselves.

The NCUA, as the independent federal agency responsible for chartering,
supervising and insuring the nation's federal credit unions, and
insuring member deposits in the majority of state-chartered credit
unions, recognizes there are millions of people in the United States who
still face language, cultural, educational, and geographical barriers
that prevent them from accessing basic financial services at reasonable
costs.

The purpose of the "Serving the Underserved" conference is to bring
together credit unions of all sizes so that they may learn from each
other, and develop plans of action to focus on breaking down whatever
barriers keep people of small means from becoming part of the American
free-enterprise system.

We will hear from pioneering credit unions such as the $2 million-asset
Lower East Side Peoples FCU in New York City, which allows homeless
people to open accounts and use safe-deposit boxes to store their
medications and other valuables that could otherwise be stolen on the
street.

Community development credit unions from South Texas along the Rio
Grande river, and South Central Los Angeles will also share their
experiences of providing financial services to migrant farm workers, and
the Hispanic and African American residents in their local communities
who were often turned away from other financial institutions.

Large and small credit unions, as well as credit unions from inner city
and rural low-income areas are expected to attend this conference, as
will credit union people who have never before attended a national
conference.

A scholarship and mentoring program has been established to assure that
anyone interested in attending this conference will not be precluded
from doing so for a lack of financial or personnel resources.
