The City of Seattle Office of Economic Development is seeking information
on community development banking in the categories listed below. We have
been given your address as one starting point...at the present we are
unsure whether we want/need to subscribe to your Community Reinvestment
Discussion List. Please reply with your sense if we are on the right
track or need to search elsewhere. Thank you. =don sherwood=

1. What program(s) are you aware of that have used CDBG entitlement funds
to capitalize a SBA "non-bank" lending institution; a quasi-public lending
organization; or a not-for-profit intermediary lending organization/
company that has delegated decision-making authority? How have these
programs maintained accountability with the CDBG recipient jurisdiction?
How have CDBG compliance issues been managed and monitored?

2. What program(s) are you aware of that have developed collaborative
delivery systems for the provision of business finance services and/or
technical assistance services in an urban setting that has multiple
service providers? What have been the primary factors associated with
success and/or the primary barriers to successful program implementation?
Have regulated lending institutions been a player in the effort? If so,
what role(s) did banks play?

This office would be interested in getting specific responses or just
contact names and phone number so we could follow up with calls. Again,
please let us know if we are on the right track...or point us in the right
direction.

The Cincinnati Development Fund, a non-profit lending consortium, administers one targetted rehab
loan program that is partially funded with CDBG from the City of Cincinnati. Give me a call or

The Philadelphia Industrial Development Corporation, where I work, is a
quasi-public agency which runs a number of revolving loan funds capitalized
with CDBG on behalf of the City of Philadelphia. We have been engaged in CD
lending since 1978 and have a well established process for loan production
