The Community Development Financial Institutions Fund released interim
rules and an NOFA on October 19. Application forms may be obtained from the
office of the Fund (202) 622-8662. Completed applications will be accepted
until December 22, 1995.
The rules and the NOFA can be downloaded from
any GPO Access site. Just search for "CDFI."

With the publication of the CDFI Regs and NOFA, the Community Development
Financial Institutions Fund (CDFI) Fund becomes "real" for the first time.
The National FEderation of Community Development Credit Unions is working
intensively with our colleagues in the Coalition of Community Development
Financial Institutions ("CDFI Coalition") to get the word out, and provide
training and informational sessions to as wide an audience as practical.

Here is the draft schedule of briefing sessions around the country. Some are
being initiated by the CDFI Fund itself (i.e., the Treasury-dept. based
administrators of the Fund), and others by the CDFI Coalition. (This
two-fold approach does not reflect any conflicting agenda--only the fact that
we, as a community-based Coalition, are able to move more quickly than the
government, and that we felt an urgent need to get around the country
quickly, without necessarily depending on the limited resources of the CDFI
Fund). Anyway, this is how it is shaping up.

Friday, Oct. 27, 3:00 - 6:00 p.m.. NatFed of CDCUs will do a session in
Dallas at the CUNA Annual Meeting (Wyndham Anatole hotel). The training will
be primarily geared to credit unions, but we would be very pleased to have
other interested groups attend, and will try to answer their generic
questions about the program).

Saturday, Oct. 28 -- A session will be held at the Annual Conference of the
National Association of Community Development Loan Funds in SEATTLE. CDFI
Fund staff from Washington are going to participate.

Nov. 3 -- Session in Chicago. Illinois Nonprofit Facilities Fund is
coordinating this. CDFI Fund folks may attend.

Nov. 6 -- Session in Atlanta. Kate McKee, Center for Self-Help (Durham,
NC) is coordinating.

Nov. 8 -- Session in New York City. Possible attendance by CDFI Fund staff.

Nov. 13 -- CDFI Fund will be holding a session. Washington, D.C.

Nov. 17 -- CDFI Fund will hold a session in Los Angeles.

More details will be posted as they become available.


In other notes:

**NFCDCU staff met with Kirsten Moy, CDFI Fund Administrator, and Jeannine
Jacokes , key drafter of the regs, on Friday afternoon. They would be
EXTREMELY interested in any questions or areas of the regs that seem unclear.
They seem quite responsive.

**NFCDCU is also very interested in your readings of the regs, so that we can
advocate for changes by the CDFI Fund where appropriate. Would love to hear
from you.
