Have you considered the impact innovative lending could have on underserved
populations, particularly disabled populations and marginal groups? A case
study where you look at the economic impact on the larger community of more
liberal lending practices to create small business wihtin a community,
through developing community-based lending groups?

Banks are always looking at the collateral in terms of property or cash.
That is the safe way. A portion of their "risk" should be placed into
smaller loan pools which will provide seed capital for job creation in
communities. Not under a government program but under a sense of communty
membership. Any takers?

About 40% of our assets are dollars made available to us a below prime by
large banks who don't want the hassle of handling small loans but want the
CRA credit and publicity of "lending" to marginal populations.
