Procedural Rule Stymies IDA Tax Credit Amendment

Shortly after noon today, House and Senate negotiators finished their
work on H.R. 4520, the American Jobs Creation Act of 2004 (also known
as the "JOBS bill" or the "FSC-ETI bill"). Sadly, the IDA tax credit
was not included in the final bill. As you know, the IDA tax credit
was part of a larger "CARE Act" amendment filed by Senator Rick
Santorum (R-PA). The committee ruled the amendment "out of order"
because it contained provisions that were not originally passed by
either the House or Senate in their respective JOBS bills. Thus, the
amendment was dismissed for procedural reasons; there was no vote.

This was certainly our best hope for passing the IDA tax credit this
year. However, there is a slim chance that another opportunity will
present itself before Congress adjourns (or if/when it comes back for
a "lame duck" session after the election). We'll keep working and if
anything develops, we'll let you know immediately.

Many, many thanks to so many of you who contacted your legislators and
rallied others to the same. A number of Hill staffers told us that
they heard from you and that they appreciated your effort!

Your voice does make a difference, and we thank you for lending it to
this important work.
